THIS TASK ORDER is entered into on t2 , 200between the City of San
Rafael, a municipal corporation ("City"), and WRA, In/, ("Consultant").
RECITALS
A. Tile City and Consultant have entered into a Master Consultant Services Agreement
("Agreement") dated January 30, 2020 under which Consultant has agreed to perform certain professional
consulting services for the City; and
B. Pursuant to the terms of the Agreement, the City wishes Consultant to perform certain
tasks as set forth in this Task Order, which constitute the Project;
NOW, THEREFORE, City and Consultant agree as follows:
AGREEMENT
1. Scope of services. Consultant shall provide any and all of the services set forth in Attachment A
of this Task Order, dated March 30, 2020, as directed by the City.
Geoff Reilly shall be the Project Manager for Consultant for this Task Order. Additional professional
services may be performed by other Consultant staff with prior notice and approval by City.
a. City's duties. The City will:
(1) Determine the scope of services, as set forth in Attachment A.
(2) Make available the project plans and specifications and other City data related to the
project, including full information as to the City's requirements.
(3) Designate Theo Sanchez as the person at the City responsible for monitoring performance
under this Task Order.
b.Consultant duties. The Consultant will:
(1) Provide and perform tasks identified in Attachment A, Scope of Work.
(2) Provide miscellaneous consulting and other services related to the Project and not
stipulated elsewhere in this Task Order, when requested by the City in writing. A Task
Order Amendment is required if these additional services cannot be performed within the
Task Order budget.

2. Date of completion; Work hours estimate; Cost estimate and budget: Fee schedule
With regard to each project given to Consultant that is subject to this Task Order, the time of completion,
work hours estimate, cost estimate and budget and fee schedule are set forth in Attachment A to this Task
Order.
3. Authorization to proceed.
The City will give Consultant authorization to proceed with the work specified in this Task Order only after
Consultant submits updated insurance certificates and endorsements, in accordance with Section 10 of the
Agreement.
4. Master Agreement terms; Conflicts.
Except as expressly otherwise provided herein, all terms of the Agreement shall apply to Consultant in the
performance of work pursuant to this Task Order. If there is a conflict between this Task Order and the
Agreement, this Task Order shall control.
Amendment of Task Order; Conflicts.
Except as provided in Section I (b)(2) above, this Task Order may not be modified except by an Amended
Task Order executed and approved in the same manner as the Task Order.
6. Signatures. The parties have executed this Task Order, as of the date first written above.

PROJECT PURPOSE AND UNDERSTANDING
The purpose of this scope of work is to prepare California Environmental Quality Act (CEQA)
documentation for the Schoen Park Modifications Project (Project) as well as to obtain regulatory
permit approval from the Bay Conservation Development Commission (BCDC).
Schoen Park is a small playground in the canal community of San Rafael and is located along
Spinnaker Point Drive. After considering the community's needs and following extensive
upgrades to playground equipment located at the nearby Pickleweed Park, the City of San Rafael
has decided to repurpose the Schoen Park area and the open field east of the Albert J. Boro
Community Center. The Schoen Park Modifications Project would remove the existing Schoen
Park playground and create angled parking spaces in its place. The Project would also add new
parking spaces to the open field east of the Albert J Boro Community Center.
WORK PRODUCTS AND SERVICES
Based on WRA's understanding of the proposed project and communication with the City of San
Rafael, the appropriate level of CEQA documentation for the Project is an Initial Study/Mitigated
Negative Declaration (MND), including a Cultural Resources Report. This Scope of Work also
includes the preparation of a BCDC permit application and coordination with BCDC. No other
regulatory permits are required for the park improvements.
SCOPE OF WORK
Task 1: Kick -Off Meeting, Information Review, and Project Description
WRA proposes to kick-off the environmental review process with the team by: 1) collecting all
relevant reports and drawings (or identify relevant documents for copying); 2) discussing the
proposed Project; 3) resolving issues regarding overall assumptions; 4) identifying other key City
contacts; and 5) discussing overall communication protocols. WRA will prepare a draft Project
Description for the Initial Study/MND which will include discussions of the following: 1) Project
area regional and local location; 2) Project objectives and goals; 3) Project activities; 4) Project
characteristics; and 5) a list of required approvals and regulatory permits.
Task 2: Bay Conservation and Development Commission (BCDC) Administrative Permit
Application, Request for Permit Amendment, or Regionwide Permit Application
Recent changes by the City to the Preferred Design Alternative for Schoen Park have resulted in
the encroachment of proposed park modifications within BCDC jurisdiction (i.e., within 100 feet of
the shoreline band). The City has confirmed that it does not have a BCDC permit for the Project
site. Concurrent with the CEQA process, WRA will apply for coverage under a Regionwide or
Administrative BCDC Permit. This includes preparation of the permit application form and the
associated text that explains Project activities, impacts, and public access. Included with this task
is one meeting with BCDC staff relevant to the contents of the permit application. An estimated
BCDC permit application fee of $1,650 is included in the budget for this task.
Task 3: Prepare CEQA Administrative Draft Initial Study
WRA will prepare an Administrative Draft Initial Study that will include a completed environmental
checklist form, including Project description; an evaluation of impacts following the outline
established in the checklist, including analysis of each issue; and mitigation measures.
Task 3a: Cultural Resources
To complete the cultural resources analysis required for CEQA, WRA will conduct a records
search at the Northwest Information Center (NWIC) of the California Historical Resources
Information System for the Project site and areas within 0.5 mile. In support of Project compliance
with California Public Resources Code (PRC) § 21080.3.1 (Assembly Bill [AB] 52), WRA will
contact the Native American Heritage Commission (NAHC) to request information on any known
sacred sites at the Project site and vicinity and to request a list of Native American representatives
who may have an interest in the Project. WRA will draft outreach letters for the City to send to
those California Native American tribes, if any, that have previously requested that the City inform
them of projects pursuant to PRC § 21080.3.1. This scope assumes that any additional
coordination with Native American representatives will be conducted by the City.
WRA will conduct a cultural resources pedestrian survey of the Project site and prepare a CEQA-
compliant Cultural Resources Survey Report (CRSR). The CRSR will include: Project
background, NWIC records search results, Native American coordination efforts, field survey
methodology and results, and conclusions and recommendations. WRA will provide a copy of the
final CRSR to the NWIC after approval of the document by the City.
This scope assumes that no cultural resources (archaeological, architectural, or tribal) will be
identified in the Project site. This scope also assumes one round of comments/response on the
CRSR between WRA and the City, and that the CRSR will be in electronic format.
Task 4: Prepare Draft Initial Study/MND per City's Comments
After providing the Administrative Draft Initial Study to the City for review, WRA will address all
the City's comments. It is assumed the City will have one round of comments on the
Administrative Draft Initial Study. WRA will prepare one copy of a Screencheck Draft Initial
Study//MND that the City can review to confirm that all comments have been addressed.
Task 5: Publication of the Draft Initial Study/MND
Upon approval of the Screencheck Draft Initial Study/MND, WRA will reproduce ten copies of the
Draft Initial Study/MND and Appendices for the City's use during the 30 -day public review period.
Additionally, WRA will coordinate with the City in providing web -ready documents for publication
on the City's website. WRA will also produce and circulate the Notice of Intent (NOI), as well as
any other CEQA noticing requirements, including the Notice of Completion (NOC) and Notice of
Determination (NOD) to the State Clearinghouse and County Clerk.
Task 6: Prepare Final Initial Study/MND and Response to Comments
Following completion of the 30 -day public review period, WRA will respond to agency and public
comments submitted on the Draft Initial Study/MND. The extent of work necessary to complete
the Final Initial Study/MND is contingent upon the number and nature of public comments
received after the Draft Initial Study/MND is circulated. The Final Initial Study/MND will also
include a Mitigation Monitoring and Reporting Program (MMRP). In addition to the kick-off
meeting, this scope of work includes attendance at up to one public hearing.

ASSUMPTIONS
• Access will be granted to all portions of the Project site as needed.
• This scope of work does not include any specific species surveys.
• This scope of work includes one project team kick-off meeting with the City and one
internal kick-off meeting with WRA team members.
• Project Description maps and all relevant information for building out a CEQA-level Project
Description will be provided by the project team prior to initiation of the CEQA analysis
and regulatory permit applications.
• Changes to the Project Description and/or Project boundaries may require additional
budget to update the environmental analysis.
• The City will provide a mailing list for CEQA noticing.
• Fees associated with filing the IS/MND with the Governor's Office of Planning and
Research (OPR) State Clearinghouse and the San Mateo County Clerk will be paid by the
City (i.e., $2,406.75 in CDFW fees and $50 in County Clerk administrative handling fees).
• The project team will be able to include measures to maintain public access along the Bay
Trail during construction. If this is not feasible, additional supplemental budget may be
necessary to develop public access improvements in the area, if those improvements are
required by BCDC.
• The City of San Rafael will be able to provide copies of ownership and/or easement
documentation covering all areas where Project construction will occur for the BCDC
permit application. The application can be submitted without this documentation, but
BCDC cannot issue a permit without property documentation.
• This scope of work assumes a BCDC permit application fee of $1,650, but this is an
estimate and the actual fee could be higher.
• The Project will not require a Major Permit from BCDC.
• NWIC records search fee will not exceed $500.
• Any correspondence or coordination with Native American representatives not stated in
this scope will be conducted by the City.
• No cultural resources will be identified in the Project site.
SCHEDULE
Tasks in this scope of work will be completed based on a schedule determined in consultation
with the client and City based on overall Project goals and expectations.
ESTIMATED COST
Table 1 lists our cost estimate. These costs are based on assumptions provided in the scope of
work. Estimated costs are subject to change based on specific conditions that arise during the
conduct of this work. The client will be billed monthly on a time and materials basis for work
completed to date.
