THIS TASK ORDER is entered into on /" (tv c�-1_YZ ?Acm rot; the City of S.tn
Rafael, a municipal corporation ("City"), and Parisi Transportation Consulting ("Consultant")
RECITALS
A. The City and Consultant have entered into a -Master Consultant Services Agreement
("Agreeinent") dated February 13, 2020 under which Consultant has agreed to perform certain
professional consulting sen ices for the City; and
B. Pursuant to the terms of the Agreement_ the City wishes Consultant to perforin certain
tasks as set forth in this Task Order, which constitute the Project;
NOW, THEREFORE-, City and Consultant agree as follows -
AGREEMENT
1. Scope of services. Consultant shall provide any and all trf the services set tor•th nt Attachment
of this Task Order, dated April 27, 20-10, as directed by the City.
David Parisi shall be the Project Manager for Consultant for this Task Order. Additional professional
services may be performed by other Consultant staff with prior notice and appro-,al by City.
a. City's duties. The City will:
(1) Detern-line the Scope of services, as set firth in .attachment A.
(2) Make available the project plans and specificationsand oihrr City data related to the
project, including, full information as io the City's requirements.
(3) Designate Lauren Davini as the person at the City responsible for monitoring
performance under this Task Order.
b.Consultant duties. The Consultant will:
(1) Provide and perform tasks identified in Attachment A, Scope of Ser ices.
(2) Provide miscellaneous consulting and other services related to the Project and not
stipulated elsewhere in this Task Order, when requested by the City in m ritimt. A 1 ask
Order Amendment is required if these additional services cannot be performed %% ithtn the

The City will Give Consultant authorization to proceed with the work ,peciticd in this 'Mask Order only after
Consultant submits updated insurance certificates and endorsements, in accordance with Section 10 of the
Agreement.
4. Master Agreement terms; Conflicts.
Except as expressly otherwise provided herein. all terms of the Agrecntcut shall apply to C011SUitant in the
performance of work pursuant to this Task larder. If there is a conllict between this Task Order and the
Agreement, this Task Order shalt control.
Amendment of Task Order; Conflicts.
Except as provided in Section 1 tbl(?) aba c, this Task Order may not be modified except by an Amended
Task Order executed and approved in the same manner as the Task Order.

Scope of Services
Peer Review of Modified Two Block Concept Alternative for the
San Rafael Transit Center Relocation
Parisi Transportation Consulting (Parisi) will conduct a peer review of the Modified Two Block Concept
Alternative for the San Rafael Transit Center Relocation based on the sketch prepared by CivicKnit on
January 16, 2020.
Specific immediate tasks that will be undertaken will consist of the following•
• Review of the Public Meeting materials available on the Golden Gate Bridge Highway and
Transportation District's (GGBHTD's) website related to the Transit Center project. Specifically,
Parisi will review Purpose and Need considerations, design requirements, and scoping and
environmental process. We will also briefly review the four concepts being analyzed within the
Transit Center environmental review study (EIR Alternatives). Field review of Modified Two
Block Concept Alternative project site.
■ Preparation of a scaled plan (in AutoCAD) that overlays the Modified Two Block Concept
Alternative onto a digital base plan prepared by the GGBHTD's consultant. It is assumed that the
base plan provided to Parisi will include and accurately position all existing roadway curbs,
driveways and sidewalks, as well as highway piers. GGBHTD will also provide the digital plan for
their Version E alternative. Parisi will use the base plan (and the Version E alternative plan, as
appropriate) to detail the approximate locations of bus platforms and pedestrian routes
associated with the Modified T"wo Block Concept Alternative plan.
■ Review of bus layout showing typical buses dwelled, including spacing between buses and
crosswalks and also adjacent to the travel aisles. Parisi will use the same bus types as are shown
in GGBHTD's "Under the Freeway Two Blocks Concept -- Version V.
Review of bus turning within the Modified Two Block Concept Alternative at both the west and
east areas internal to the site; i.e., between Hetherton and Irwin Streets. Bus turns will be
depicted using AutoTURN swept path analysis software.
■ Preparation of an annotated plan for the Modified Two Block Concept Alternative highlighting
key features, opportunities and issues related to transportation circulation and safety.
■ Participation in up to two on-line meetings to review preliminary findings, products, etc.
If the Modified Two Block Concept Alternative is deemed feasible, future tasks could include:
is Review of Golden Gate Transit, Marin Transit and other bus route patterns to and from the
Transit Center, particularly during the weekday AM peak period. This qualitative review could
assess the number of buses approaching and departing the Transit Center along specific
downtown San Rafael streets adjacent to the Transit Center alternatives, focusing primarily on
the Modified Two Block Concept Alternative.
■ Review of key congested roadways adjacent to the Transit Center alternatives based on current
traffic information (e.g., General Plan information, existing conditions Synchro models) and
pedestrian travel patterns. We could compare the number, size and location of ingress and
egress points for the EIR and Modified Two Block Concept alternatives.
■ Conduct of traffic operations assessments, safety analyses, etc.
■ Preparation of technical reports, as needed.
■ Participation in additional on-line meetings or in-person meetings to review findings, products,
etc.
Potential future tasks would be detailed in a separate task order.

San Rafael Transit Center Relocation
Parisi Transportation Consulting (Parisi) will complete the tasks described in Attachment A in accordance
with the following schedule:
■ Review of Public Meeting materials: Within five days from receipt of authorization to proceed.
• Preparation of scaled plan, including bus layout and turning needs: Within 15 days of receipt of
digital base plans from GGBHTD.
• Preparation of annotated plan: Within five days of acceptance of alternative plan by the City of
San Rafael.
• Participation in on-line meetings: Two on-line meetings as needed.
