Leoncini, Agency Secretary/City Clerk •PUBLIC HEARING - TO CONSIDER APPROVAL OF FINANCIAL ASSISTANCE FROM THE SAN RAFAEL REDEVELOPMENT AGENCY TO THE SAN RAFAEL CITY SCHOOLS DISTRICT FOR CONSTRUCTING CERTAIN SCHOOLS FACILITIES FOR SCHOOLS WITHIN, OR SERVING RESIDENTS OF, THE CENTRAL SAN RAFAEL REDEVELOPMENT PROJECT AREA (RA & CC) SAN RAFAEL REDEVELOPMENT AGENCY 1.RESOLUTION OF THE SAN RAFAEL REDEVELOPMENT AGENCY MAKING FINDINGS REQUIRED BY HEALTH AND SAFETY CODE SECTION 33445, COMMITTING FUNDS FOR CONSTRUCTION OF CERTAIN SCHOOL FACILITIES, AND TAKING RELATED ACTIONS (RA) - File R-6 x (SRCC) 4-16-7 Assistant Redevelopment Executive Director Jake Ours reported that in September, 1995 a Public Improvements Agreement was negotiated with the San Rafael City Schools as part of the City's refunding of the Redevelopment Agency. The Agreement called for Redevelopment Agency funds to be spent in support of improvements serving the project area, as put forth by the schools. Mr. Ours stated the list of projects now being presented for approval represents the first phase, noting there will be additional funding as additional projects come up. He reported the amount of this request is $1.545 million, and the total to the schools at the end of the next round of funding will be over $2 million, plus whatever interest is due on the amount that we are holding for them. Member Heller referred to a listing for "Montecito Revitalization Projects", and asked what those projects were? Dr. Jeff Blackwell, Superintendent of San Rafael School District, stating this has been a cooperative effort with the Redevelopment Agency, the City Council, and the School District, as well as the Recreation Department, noted the Montecito neighborhood approached the School District and the City regarding recreational facilities and opportunities in their neighborhood. He stated that thus far they have begun site planning, in conjunction with the Recreation Department, and improved the baseball facility, which is open not only to the students, but to the community as well. Work has been done on the tennis courts in conjunction with the Recreation Department; they are in the process of doing drainage work, noting that during heavy rains the water runs down off the hill and swamps the field; they are installing an all-weather track; and there will be some work done, primarily along Mission Avenue, providing some opportunity for small children and a gathering place for the neighborhood. He noted the school site will be improved, and an opportunity provided to serve the neighborhood. Ms. Heller stated she was delighted the two communities were working together on that. Member Phillips asked for an explanation of the process for the distribution of the funds, and the determination of the allocations, noting he understood the funds were available through the Redevelopment Agency, but wanted clarification on how the dollar amount is earmarked. Mr. Ours stated the actual number is developed by the schools themselves, noting they provide the numbers to the Redevelopment Agency. He stated that when the Agency is going through the early negotiations, the Agency estimates the amount needed for each proposed project, the schools submit their estimates, and then the actual dollar amount is negotiated. Mr. Phillips asked how much scrutiny the Agency should apply to the dollar amount, and the allocation of that amount? Mr. Ours stated the Agency has a basic obligation to negotiate the $2 million, and within that amount the School District has great latitude to spend the $2 million, as long as the projects serve the project area; therefore, if a specific project is somewhat less than the amount of the allocation, they would have the additional money SRCC MINUTES (Sp.Jt.) 9/16/96 Page 1 SRCC MINUTES (Sp.Jt.) 9/16/96 Page 2 to apply toward another project. Member Phillips moved and Member Heller seconded, to adopt the Resolution making Findings required by Health and Safety Code Section 33445, committing funds for construction of certain school facilities, and taking related actions. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL MAKING FINDINGS REQUIRED BY HEALTH AND SAFETY CODE SECTION 33445 IN CONNECTION WITH THE COMMITMENT OF FUNDS BY THE SAN RAFAEL REDEVELOPMENT AGENCY FOR CERTAIN SCHOOL FACILITIES, AND TAKING RELATED ACTIONS (CC) - File 4-16-7 x (SRRA) R-6 Councilmember Miller moved and Councilmember Phillips seconded, to adopt the Resolution making Findings required by Health and Safety Code Section 33445 in connection with the commitment of funds by the San Rafael Redevelopment Agency for certain school facilities, and taking related actions. RESOLUTION NO. 9638 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL MAKING FINDINGS REQUIRED BY HEALTH AND SAFETY CODE SECTION 33445 IN CONNECTION WITH THE COMMITMENT OF FUNDS BY THE SAN RAFAEL REDEVELOPMENT AGENCY FOR CERTAIN SCHOOL FACILITIES, AND TAKING RELATED ACTIONS.
