MINUTES (Annual Meeting) 9/4/96 Page 1 AT FALKIRK CULTURAL CENTER, WEDNESDAY, SEPTEMBER 4, 1996, AT 7:00 PM Special Joint Annual Meeting: San Rafael City Council/ Cultural Affairs Commission Present: CITY COUNCIL Present: CULTURAL AFFAIRS COMMISSION Albert J. Boro, Mayor Phyllis Thelen, Chairman Paul M. Cohen, Councilmember Terese Redinger, Commissioner Cyr N. Miller, Councilmember Wilma Gibbons, Commissioner Gary O. Phillips, Councilmember Linda Spackman, Commissioner Jonathan Toste, Commissioner Absent: Barbara Heller, Councilmember Carol Levy, Commissioner (alternate) Glenn David Mathews, Commissioner Absent: Erwin Williams, Commissioner Others Present: Rod Gould, City Manager Carol Adney, Falkirk Director Vaughn Stratford, Library Director 1. INTRODUCTIONS Library Director Vaughn Stratford introduced the Commissioners to the City Council. The Commissioners then gave reports on their committee activities. 2. REPORTS BY CULTURAL AFFAIRS COMMISSION RE: COMMISSION ACTIVITIES - File 9-2-24 a. MISSIONS AND GOALS: Commissioner Thelen discussed the Mission and Goals of the Commission. b. OPERATIONS: Commissioner Spackman reported this committee serves as communication between the CAC, CASL and Staff. The budget presentation went well, and we are attempting to bring Falkirk programs to a level of self-sufficiency. C. HISTORIC PRESERVATION: Commissioner Mathews reported the Technical Assistance Committee has been activated, and is moving into a pro -active stance. Currently the Committee is identifying Fourth Street buildings which could be recognized with plaques for their historic significance. d. OUTREACH: Commissioner Toste reported the Commission has been holding some meetings in outlying areas to reach into the community and learn about different organizations. Public Notification of the meetings was discussed. The Redevelopment Agency has agreed to send Staff Reports to the CAC concerning future cultural events so the Commission can become involved in a broad spectrum of City activity. We are seeking a Marin centralized calendar of special events, and Jonathan is personally interested in a Downtown Garden Project. e. SPECIAL EVENTS AND COMMUNITY CELEBRATIONS: Commissioner Thelen reported the artists in the Italian Street Painting project have been annually provided with a thank -you dinner at Falkirk by the CAC. This has become a special and unique feature of San Rafael's Street Painting event. Commissioner Gibbons reported the opportunity to create an event something like the past "Mission Days" in San Rafael has been discussed, and is being explored. Mayor Boro mentioned that there was a Feast of St. Raphael I s in the 1930-40's. Upcoming is the Fiesta Days of October 19 and 20, which the Hispanic Chamber of Commerce is presenting. 3. SOUNDING BOARD: Discussion of Topics of Mutual Concern to City Council and Commission Means of learning earlier about upcoming City cultural events were presented; Mr. Stratford will report back from the Department Heads meetings; Commissioner Spackman volunteered to monitor the agendas of the Redevelopment Agency and Design Review Board. It was suggested that Planning Director Bob Pendoley come to talk with the CAC about future connections with Planning. Councilmember Miller stated the vision of Downtown San Rafael includes Falkirk as an important part of the plan to create a focus of activity for this Historic Area. MINUTES (Annual Meeting) 9/4/96 Page 2 The CAC could recommend additional cultural activities for the Farmer's Market - perhaps an area of juried crafts/art. Councilmember Cohen suggested that CAC recruit quality participants. Also mentioned were: a. The Rafael Theater wants to hold receptions at Falkirk during the 1997 Festival. b. "B" Street between Second and Third Streets could be developed as an historic area after the Dining Hall moves to another area. C. Debbie McVay has developed a Saturday arts program in the Canal which needs funding. JEANNE M.
