SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL TO WAIVE
COMPETITIVE BIDDING REQUIREMENTS AND AUTHORIZE THE SOLE SOURCE
PURCHASE OF A PARKING SERVICES ENFORCEMENT "GO -4" BUGGY IN THE
AMOUNT OF $34,326.06.
RECOMMENDATION: Staff recommends that the City Council approve the resolution waiving
competitive bidding and authorizing the purchase of one GO -4 parking enforcement buggy via a sole
source agreement with Municipal Maintenance Equipment (MME).
BACKGROUND: Buggy #217 was purchased in 2001 and has been in continuous service since that
time. The original FY 08-09 replacement date was extended as a cost-saving measure. #217 now
requires extensive repairs which would cost well in excess of its assessed value.
Only one manufacturer, Westward Industries of Canada, produces a parking enforcement vehicle with the
features needed by the Parking Services Division. Other enforcement vehicles lack right side exiting for
quick and safe access to parked vehicles, sliding doors used to chalk parked vehicles, or a narrow three -
wheel frame that maneuvers well on narrow streets and parking lots.
ANALYSIS: Westward Industries of Canada is the only manufacturer of the GO -4 Interceptor buggy, one
of six such vehicles operated by Parking Services.
FISCAL IMPACT: There are sufficient funds in the Vehicle Replacement Fund to purchase this vehicle.
OPTIONS: Council may choose not to approve the purchase. However staff does not recommend this
option due to the unique nature of the GO -4 Interceptor buggy and the lack of alternative enforcement
vehicles that would meet the needs of the Parking Services Division.
ACTION REQUIRED: Adopt resolution awarding the purchase of a GO -4 Interceptor parking
enforcement buggy via a sole source agreement with Municipal Maintenance Equipment.

"GO -4" BUGGY IN THE AMOUNT OF $34,326.06.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
WHEREAS, Parking Services enforcement buggy #217 was purchased in 2001 and has
now exceeded its useful life; and
WHEREAS, Section 2.55.070 of the San Rafael Municipal Code allows for the waiver
of competitive bidding in circumstances where "limitations on the source of supply, necessary
restrictions in specifications, necessary standardization, (or) quality considerations" are
applicable; and
WHEREAS, the only available parking enforcement vehicle that meets the needs of the
Parking Services Division is the GO -4 buggy manufactured by Westward Industries and available
through Municipal Maintenance Equipment; and
WHEREAS, there are sufficient funds in the City's Vehicle Replacement Fund to
purchase this vehicle.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of San Rafael,
that it approves and authorizes the Public Works Director to issue a City purchase order
accepting the terms of the Quotation, dated June 30, 2011, from Municipal Maintenance
Equipment, for the purchase of one GO -4 Interceptor Parking Enforcement Vehicle for
$34,326.06.
