Library Parcel Tax Committee 2018-10-22 MinutesSpecial Library Parcel Tax Committee October 22, 2018, 6:00 PM: Meeting Minutes Members Present: Phyllis Brinckerhoff, Peter Lee, Pamela Cook Members Absent: Gregg Kellogg, Gil Pruit Staff Present: Henry Bankhead (Interim Library Director), Jinder Banwait (Administrative Assistant) I. Call to Order: The meeting was called to order at 6:02 PM II. Approval of February minutes: Bankhead approved, Cook seconded III. Approval of May minutes: Bankhead approved, Peter seconded IV. Review of Library’s 2017/2018 Quarter 4 budget report: Bankhead presented the 4th quarter budget report. The Library finished the fiscal year on target with its expenditures in both the Parcel Tax and General Fund budgets. A question was asked by all members of the committee about the Contractual Services cost in the Parcel Tax budget. The question was about how the Library is paying Noll & Tam Architects and why the funds are coming out of the Parcel Tax budget. Bankhead reassured the committee and said he would have a better understanding of the funds after speaking to the City’s Finance Director. V. Review of the Library’s 2018/2019 Quarter 1 budget report: Bankhead presented the 1st quarter budget report. The Library is on target with its expenditures in both the Parcel Tax and General Fund budgets. VI. Open Discussion: Bankhead asked if anyone received invitation to the annual Foundation Dinner. Invitations were provided. Next meeting date set for November 7th at the Library Conference Room from 6 p.m.-7p.m. Bankhead asked if any member of the committee had questions about outreach. Lee suggested adding the committee members to the email list for the City’s Friday Memo. Cook asked about the open Library Director position. Bankhead said it is up to the City when the position will open. Brinckerhoff asked about the general fund percentage, Bankhead will confirm. Lee asked about contract negotiations. Bankhead replied, 2% increase in pay. Bankhead mentioned Board of Commissions. VII. Adjournment: The meeting was adjourned at 7 p.m.
