July 2, 2019, 6:00 PM: Meeting Minutes
Members Present: Phyllis Brinckerhoff, Gregg Kellogg, Peter Lee, Pamela Cook
Members Absent: Gil Pruit
Staff Present: Henry Bankhead (Interim Library Director), Susan Andrade-Wax
(Community Services Director), Nadine Hade (Finance Director)
Call to Order: The meeting was called to order at 6:01 PM
1. Approval of March 11, 2019 Minutes: Brinckerhoff moved with correction with
regards to date of last meeting (February 19th not November 26th) and with
regards to his comments at last meeting regarding architect’s fees, Cook
seconded. Minutes were approved
2. Public Comment: none
3. Review of 3rd Quarter Annual Budget Report for 2018/2019 (included in
minutes): Brinckerhoff questioned the inclusion of architect’s fees in contract
services line for Measure D. Hade explained that this inclusion was not actually
creating an overinflated total balance for the entire year’s Measure D budget.
Suggestion to separate out the architect’s fees from the entire Measure D budget
as a Measure C item all by itself. Lee questioned spending on temp staffing.
4. Follow-up on Discussion of Proportionality between Library General Fund
Budget and General Fund Tax Budget. Brinckerhoff presented a spreadsheet
outlining library funding over the life of the parcel tax measure compared to
various economic indicators. General agreement that the proportionality issue is a
goal but not something that is required. General agreement that this
proportionality percentage could be interpreted as a goal that is non-binding. It is
the goal of the committee to be in alignment with the ongoing proportionality that
has been established.
