San Rafael Park and Recreation Commission
Meeting Minutes: February 18, 2016
Vice Chair Eric Holm called the meeting to order at 7:01 p.m. at the San Rafael Community Center

Commissioners Present: Holm, Jones, Laumann, Machado, Obletz

Staff Present: Debbie Younkin, Senior Recreation Supervisor, Jason Fong, Program Coordinator,
Rochelle-Grechman-Dibley, Senior Recreation Supervisor and Dave Davenport, Parks Superintendent.
1. Action Items
A. Report on Youth Services Division, Introduction of Staff
Rochelle Grechman-Dibley, Senior Recreation Supervisor introduced Jason Fong, Youth Services
Program Coordinator. Jason joined the Community Services Department staff in January. He has
worked for the City of San Rafael for about fifteen years in the Child Care Division. He grew up in
San Rafael and was an active participant as a child, in many of the programs he is now
coordinating. Rochelle Grechman-Dibley discussed After School Enrichment, Summer Camps and
Theatre. After School enrichment classes are extremely popular. Currently 125 different classes
started in January with classes offered at San Rafael and Dixie School District schools. Rochelle
and Jason are working on summer camps and Rochelle mentioned that specialty camps are more
popular than traditional day camps. Specialty camps such as Kindergarten Camp, Fishing Camp,
Kid’s Carpentry and specialized sports camps are very popular with children and parents. Rochelle
mentioned that about 150 requests for scholarships come in each semester and about 50
awarded. Theatre has become a big program area with Willy Wonka showing in March and this
summer Rent, the school age edition will be featured. Rochelle recommended that special
recognition be given to the Principals at the schools since they have been extremely helpful in the
success of programming at school sites. Obletz recommended a proclamation come before the
Commission that could go to City Council.
B. Park Projects Update
Dave Davenport provided a slide show of the different park and field projects that have been
completed. Dave showed a picture of an 80 foot tree coming down in Munson Park.
He mentioned the field prep-work at Albert Park along with replacement of the
lights. Bernard Hoffman fields were also prepped so teams can begin practice and play soon. He
mentioned that there are a couple of San Rafael Girls Softball parents who are willing to donate
funds needed for repairs at Bernard Hoffman field and that he would be working on redoing the
dugouts. A new fence was installed at Freitas Park as part of Measure A. A new fence was
installed between the Safeway Shopping Center and the San Rafael Community Center.

Superintendent Davenport reported on work done at the different parks and provided a
slideshow. He mentioned removing an 80ft redwood tree in Munson Park, field improvements to
Albert Park and Bernard Hoffman, new fence to Freitas Park as part of Measure A , and a fence
installed between Safeway and San Rafael Community Center.
