Meeting Minutes: June 19, 2014
Vice Chairman Holm called the meeting to order at 7:30 p.m. at the San Rafael Community Center

2. Commission Items
A. Director’s Report
Peter Pan was the summer production of the Young Performers Theater program which
attracted over 500 attendees. Parking at the Boro Community Center has become a critical
issue. Residents fill the lot and Center patrons, including rental guests are excluded. The
City has embarked on a focused parking enforcement effort to eliminate overnight parking.
San Rafael Pacifics added a day game to their schedule with special invitations to youth
groups and camps. The Community Services Department is recruiting a part-time Marketing
Coordinator to contemporize and equalize the promotion of programs and services to the
community. Selected Sun Valley School parents requested the City pay for the bussing fees
incurred by families utilizing the Parkside Child Care Center. The Mayor’s office will respond.

The City council approved the installation of solar power systems on civic buildings including
the Community Centers.
B. Falkirk Report
There was no report.
C. Parks Report
Parks crews recently completed a major vegetation cleanup at Boyd Park.
There were many areas where homeless had been sleeping, stashing belongings and
hanging out that were concealed by foliage. Officer Coen and Parks Superintendent
Davenport identified these areas and supervised the removal of 4 tons of material from the
park, mostly in the concealed areas around the tennis court and around the front of the Boyd
Gate House.
Crews removed unsightly and combustible landscaping, mostly grasses, from the north edge
of Ranchitos Park. A young man who is pursuing his Eagle Scout badge is coming in with his
troop to apply sheet mulching to the area. Sheet mulching is a process of laying out
cardboard, compost, and mulch on top pf the soil. It prevents weed growth and as it
decomposes, enriches the soil. Sheet mulching virtually eliminates the need for
herbicides. The approach was used successfully at Freitas Park, Terra Linda Community
Center, Boro Community Center, and Munson Park and along Freitas Parkway.
D. Reports from Committees
Commissioner Gamblin attended an event at Santa Margarita Park recently, and commented
favorably on the design and condition of the facility.
