INTRODUCTION OF NANCY MACKLE, SENIOR DEVELOPMENT SPECIALIST (RA) - File R-58 Economic Development Director Ours introduced Nancy Mackle, Senior Development Specialist, who will be Project Manager for the "B" Street Redevelopment Project. AGENCY CONSIDERATION: 5. APPROVAL OF SCOPE OF WORK FOR CONCEPTUAL DEVELOPMENT, FINANCIAL ANALYSIS AND RFP PREPARATION WITH ECONOMIC RESEARCH ASSOCIATES (ERA) FOR THE "B" STREET REDEVELOPMENT PROJECT (RA) - File R-381 x R-140 XVI Economic Development Director Jake Ours reported the Agency has determined that a portion of the block bounded by "A", "B", Second and Third Streets, and several adjacent parcels are in need of redevelopment, and as part of that decision, staff was directed to prepare a Request for Proposals for distribution to potential developers. SRRA MINUTES (Regular) 5/5/97 Page 1 SRRA MINUTES (Regular) 5/5/97 Page 2 Mr. Ours noted that while the Downtown Vision, the General Plan, and the Zoning ordinance allow for a wide variety of uses for this project area, including Retail, Office, and Residential, there are also major constraints that must be taken into consideration, and among these are the current market conditions, the need for pedestrian interest on "A" and "B" Street frontages, a likely prohibition of auto access from Second Street, the existence of historic buildings, the possibility of toxic materials, a requirement to retain the very low and low income residential units, and the payment of residential relocation costs. Mr. Ours stated that because of these constraints, the issue becomes not just what the community wants for the site, but what the site can feasibly accommodate in concert with community goals, noting the Agency must have a clear description of a financially sound project concept which is acceptable to the community in order to draw capable developer interest. He pointed out the value and opportunities of the "B" Street project were not immediately obvious, as was the case with the Macy's project, and the Agency must discover, demonstrate, and market the site's potential in an RFP. Mr. Ours reported Economic Research Associates (ERA) was contacted to discuss approaches to preparing a Request for Proposals, noting ERA was a well known Bay Area consulting firm that has done work for the Agency in the past, and has worked extensively with other redevelopment agencies. ERA proposes an alternatives evaluation process, which would generate three development alternatives responsive to the local market, prepare a pro forma for each alternative, illustrate the preferred alternative, and compile a development Concept Report. The Concept Report would then be available for inclusion in a Request For Proposals. Mr. Ours stated ERA would work with the planning and design firm of Sasaki Associates to bring the design and finance aspects of the project together, and coordination with other Boards and Commissions, as well as public input, would be done and organized by Agency staff. He noted attendance at public meetings and presentations would be done by ERA on an as needed basis, with time and material charges separate from the proposed scope of services. Mr. Ours reported the cost of the proposed services was estimated to be $20,000, and would be charged to Acquisition Expenses. In response to Member Heller's request for an estimated time line, Mr. Ours stated we should have an RFP in about 4 months, with a developer by October/November, 1997. Member Phillips moved and Member Cohen seconded, to approved the scope of work for Economics Research Associates and contract amount of $20,000, and directed staff to return with a specific contract for the "B" Street Redevelopment Project.
