FIRE COMMISSION MEETING
Minutes of the Regular Meeting
April 12, 2017
1600 Los Gamos, Suite 345
Present: Chief Chris Gray, Steve Mizroch, Larry Luckham, Len Thompson, Tom
Weathers, Matt Windrem, Nadine Atieh
The meeting was called to order at 4:05pm by Chairman Mizroch. Minutes from
the Feb. 8, 2017 meeting were reviewed and approved.
New Fire Commissioner Nadine Atieh was introduced and welcomed to the
commission. Nadine was one of seven people interviewed for two positions on
the Fire Commission. She described her desire to serve the Fire Department and
City of San Rafael. Nadine’s education is in the area of public accounting and
mission driven community development.
Commissioner Len Thompson was congratulated on his re-appointment to the
commission. Carolyn Lenert (not present) was thanked for her eight years of
commission service & a recognition ceremony is planned.
Dr. Mizroch provided a brief overview of the structure of the Fire Department,
including personnel and Fire Stations. The History & Mission of the Fire
Commission was highlighted & included reference to the San Rafael Fire
Foundation.
Fire Commission Reports:
Dr. Mizroch described his opportunity to participate on a review panel that
interviewed five internal candidates for promotion to Fire Captain. A list of roles
and responsibilities for future Fire Captains was described. A full day of
interviews with three distinct panels was outlined. The quality and expertise of
the candidates was recognized and appreciated.

A copy of an appreciation letter to the Fire Foundation from the Fire Commission
concerning the successful December 2016 Crab Feed was circulated.
Larry Luckham distributed an interesting article from the Oman Medical Journal
describing innovative models of International EMS systems.
B.C. Matt Windrem described training plans being carried out within the
department (e.g. Fire Boat Training). He also mentioned that April 9-15 is
National Public Safety Communications Week (Dispatch Appreciation week).
Chief Gray’s Report:
Chief Gray updated the Commission on progress with Station 52 and 57
construction plans. They hope to begin construction in May after Final Bid
Approval. Updates concerning Station 51 “temporary quarters” were being
reviewed as well as expected time frames for the Public Safety Building (51)
construction.
Multiple job positions within the department were briefly discussed including Fire
Mechanic, Hazard Mitigation, Vegetation Management and Nurse Educators.
The meeting was adjourned at 5:05pm.
