HomeMy WebLinkAboutFire Commission 2016-01-13 Minutes CITY OF SAN RAFAEL FIRE DEPARTMENT FIRE COMMISSION MEETING Minutes of the Regular Meeting January 13, 2016 Fire Station 51, 1039 C Street PRESENT STAFF PRESENT Chair Stephen Mizroch Deputy Chief Robert Sinnott Larry Luckham Battalion Chief Matt Windrem Carolyn Lenert Aaron Golbus Leonard Thompson ABSENT Tom Weathers, Commissioner Alternate Fire Chief Christopher Gray (attending MERA meeting) Chair Stephen Mizroch called the meeting to order at 4:05m. The Minutes of the December 9, 2015 meeting were reviewed and approved. Reports Chair Mizroch presented an account of the NPR radio report on the City of Ventura’s EMS program to patients under the care of hospice. That City was able to greatly reduce such 911 call-outs that did not actually comply with the patient’s wishes. Battalion Chief Windrem then provided information on a State EMS pilot program to improve EMS services to hospice (at home) patients. He added that Hospice by the Bay has provided training to paramedics in the past and will continue to do so. The SRFD medical director is also current and knowledgeable about the programs and personnel. Chair Mizroch called for the Commission to consider one of three possible group projects: 1. More involvement in the San Rafael Fire Foundation and its fundraisers like the Wine Stroll. 2. Public fire safety education/outreach, e.g. a public fire academy or “fire ops.” 3. Support City disaster services program and personnel, including the Marin Medical Reserve Corps, Marin Interagency Disaster Council, County Disaster Council and others. Commissioner Golbus announced the January 20, 2016 disaster drill in San Francisco that involves a ferry scenario. He will be an observer at the emergency operations center and will report their outcomes. Volunteers are welcome. These preparations are being made specifically with Super Bowl 50 in mind. He noted that a virtual EOC will be used. Commissioner Luckham briefly reported on his recent activities, including assisting insurance forensic investigations. He also provided a written report since he could not stay for the entire Commission meeting due to his commitment to attend the City’s Facilities Working Group reviewing the plans for the city’s new public safety buildings. He will provide a report at the next meeting of the Commission. Commissioner Lenert reported on her intention to work with Frank Cox and the CERT neighborhood preparedness. Commissioner Thompson reported on the recent successful fundraiser for the San Rafael Fire Foundation supported by the Commission. He noted that Jonathan Frieman has resigned as Treasurer and that he will serve as interim Treasurer. He also emphasized that Bob de Lambert was an especially valuable volunteer. The Fire Chief’s report was presented by Deputy Fire Chief Sinnott and is attached. The next meeting of the Fire Commission will be held on February 10, 2016 at 4pm at County Emergency Operations building in the Communication Center. Chair Mizroch adjourned the meeting at 4:58 p.m.
