BUDGET OVERSIGHT COMMITTEE ANNUAL MEETING - File 9-2-48
Budget Oversight Committee discussed the mission of their Committee with the City
Council. Requests by the Committee for clarification of the original Charter of
the Committee were answered by a request from the Council for a proposed Mission
Statement from the Committee.
A long, enlightened discussion followed, but a true conclusion was not reached.
Richard Heine prepared the following draft Mission Statement for further study by
the Committee and the Council, which is intended to summarize the discussions between
the Committee and Council:
"The Budget Oversight Committee (BOC) will review existing and proposed City
operations from the perspective of the private sector and evaluate the cost
effectiveness of various programs that the City provides. The BOC will recommend
to the Council:
• Whether or not to continue programs
• When to contract out or provide services in-house
• Whether to consolidate services with other entities
• New services that will generate fee income for the City
The BOC will function in advise and consent role to City staff in reviewing City
operations and proposals for changes in City operations. The Council may, from
time to time, ask the BOC to study specific questions, proposals, or City operations.
The BOC will advise the Council of its findings periodically and on an annual basis".
The BOC and Council discussed the matters of Committee terms, the proposed expiration
of the term of the existing Committee, and possibilities of extensions of the existing
terms. It was agreed that staggered terms would be the most efficient method of
ensuring a small learning curve, and a history of previous work.
Projects that the BOC could address were discussed. The most pressing items were:
• The annual budget - its presentation and dissemination to the public.
• The annual cost study - the assumptions and logic used, with discussion about
the Committee's findings.
• Two, Three, and Five-year projections and budgeting. These are areas that the
Council is interested in pursuing at the earliest opportunity.
• The need for the BOC to take a more active role in conveying information about
the City's finances to the general public.
