CALL TO ORDER Present: Jeff Kent Stewart Summers Bob Huntsberry, Chair Don Blayney, Alternate Absent: Eric Spielman Larry Paul Also Present: Steve Stafford, Senior Planner Alicia Giudice, Senior Planner STAFF COMMUNICATION BOARD COMMUNICATION APPROVAL OF MINUTES 1. Minutes, July 17, 2018 . This item was not approved. Board Member Kent identified minor corrections. The item will go back for approval at the next meeting. CONSENT OLD BUSINESS NEW BUSINESS 2. San Rafael Municipal Code Title 14, Zoning Ordinance: Zoning Ordinance Amendment to selected chapters and sections that would modify design related criteria for community signs, fence heights, hillside “step backs” and accessory structures; Citywide: File No: ZO18-002 Staff Report Community Signs: Stewart Summers moved and Don Blayney, Alternate seconded to support the proposed text language to allow electronic message signage on public property non - commercial information, with the following additional language: • Subject to a 90-day lighting review period by the Community Development Department; • No neon The vote is as follows: AYES: Jeff Kent, Stewart Summers, Bob Huntsberry, Don Blayney, Alternate NOES: None ABSTAIN: None ABSENT: Eric Spielman, Larry Paul Hillside Stepback : Jeff Kent moved and Stewart Summers seconded to continue the item to allow changes to the proposed text language to clarify stepback requirements in hillsides, to allow improved graphics depicting stepbacks in the Hillside Design Guidelines. The vote is as follows: AYES: Jeff Kent, Stewart Summers, Bob Huntsberry, Don Blayney, Alternate NOES: None ABSTAIN: None ABSENT: Eric Spielman, Larry Paul Accessory Structures: Don Blayney, Alternate moved and Stewart Summers seconded to approve the proposed text language to reinstate the requirement for administrative design review permit for detached accessory structures buildings located within the front yard though outside the required front yard setback. The vote is as follows: AYES: Jeff Kent, Stewart Summers, Bob Huntsberry, Don Blayney, Alternate NOES: None ABSTAIN: None ABSENT: Eric Spielman, Larry Paul Fencing: Bob Huntsberry moved and Jeff Kent seconded to approve the proposed text language to increase the allowable fence height without a permit to be consistent with the building code with the following changes: • Max 7' fence height for rear and interior side fencing provided last foot (12") is a minimum 50% open or viewable. • Need graphic to help determine fence height in hillsides • Fence heights exceeding 7' require design review and, possible, and exception The vote is as follows: AYES: Jeff Kent, Stewart Summers, Bob Huntsberry, Don Blayney, Alternate NOES: None ABSTAIN: None ABSENT: Eric Spielman, Larry Paul ADJOURNMENT ________________________________ ANNE DERRICK, Administrative Assistant III APPROVED THIS_____DAY OF_______, 2018 _____________________________________ Bob Huntsberry, Chair
