Minutes, September 18, 2018 Don Blayney, Alternate moved and Bob Huntsberry seconded to approve Minutes as presented. Minutes, October 16, 2018 Jeff Kent moved and Bob Huntsberry seconded to approve Motion to approve Minutes as presented. The vote is as follows: AYES: Jeff Kent, Bob Huntsberry, Eric Spielman, Don Blayney, Alternate, Larry Paul NOES: None ABSTAIN: None ABSENT: Stewart Summers CONSENT OLD BUSINESS 3. 1200 Irwin St. (“Dominican Townhomes”) – Request for an Environmental and Design Review Permit to legalize various design modifications already incorporated into an existing approved, constructed and occupied, 15-unit, multifamily residential development; APN: 014-013-05; Multifamily Residential – Medium Density (MR2) District; 524 Mission Street, LLC, owner; Casey Clement for Thompson Development, Inc., applicant; File No.: ED17-073. The vote is as follows: AYES: Jeff Kent, Bob Huntsberry, Eric Spielman, Don Blayney, Alternate, Larry Paul NOES: None ABSTAIN: None ABSENT: Stewart Summers NEW BUSINESS 4. 38 Upper Fremont – Request for Conceptual Design Review for a new 3,098 square-foot single-family residence and attached accessory dwelling unit (ADU) located on a hillside lot; APN: 012-041-48; Single Family Residential – Hillside (R5-H) Zoning District; Jeffrey Prose, owner/applicant; File No(s).: CDR18-006. Project Planner: Alicia Giudice Staff Report This project was a conceptual review, so no vote. The Board comments were as follows: • Well-designed project • Project needs to comply with the hillside development standards and guidelines rather than seek exemptions. It would be difficult for the Board to support exemptions to the hillside development standards. • 30’-tall exterior downslope wall along Fremont Dr. should be avoided. • Size of residence is likely too large. Need more efficient design of floor plans and interior space. • Parking needs to be reworked and maybe increased to provide parking for the proposed accessory dwelling unit. • Use of exterior materials needs greater cohesion. • Plans should be cleaned up to reduce unnecessary details and less clutter. Cross-sections should expand to include the full roadway width and exterior walls of adjacent structures. Consider creating a 3D model for the project. 5. 1628 Fifth Avenue (9-Unit Multi-family Residential Project) – Request for an Environmental and Design Review Permit, Tentative Map and Lot Line Adjustment for a new 14,536 square-foot, 9-unit multi-family residential project on a vacant 10,546 square-foot lot; APN: 011-193-06; High Density Residential (HR1.5) District; Vincent and Joseph O’Flynn, owners; Scott Myers-Crome Architecture, applicant; File Nos.: ED18-058, TS18-002, LLA18-004. Project Planner: Alan Montes Staff Report Eric Spielman moved and Larry Paul seconded to Continue item to a date uncertain to return as a consent item with the following design changes: • Extend or project out the top band to create a wide eave around the building • Create a better sense of entry or portal to the residences. • Greater articulation is needed generally, including more refinement with the color scheme (darker base, lighter upper floors), adding architectural trellis features to the building recesses and landscaping, replace wood flooring on the roof deck with a non-combustible material like tile. The project would consist of 5 buildings with 2 to 5 units per building. Each of the units would contain three bedrooms and each would be provided with a two-car garage; APNS: 175-291-26 and -39; Public/Quasi-Public (P/QP) Zoning District; Campus Properties, LLC, Applicant; Cuneo Properties, Owner. Project Planner: Alicia Giudice Staff Report This project was a Conceptual item, so no vote. The Board made the following comments: • 2-story scale is generally OK • Design needs better context with adjacent Eichler homes by incorporating select design elements (architect should research the design of the existing 2- and 3-story Eichler residences, particularly in the Diamond Heights neighborhood in San Francisco). • Need better landscape screening design to mitigate loss of privacy from neighboring Eichler residences and close allowable setbacks. • Project should include safety improvements if it continues to focus on the adjacent Hartzell Park to provide outdoor space.
