SUMMARY
The subject project is being referred to the Design Review Board for review of design improvements to
a commercial property, Harbor Center, as required pursuant to San Rafael Municipal Code (SRMC)
Section 14.25,040.0, The Board's recommendation(s) will be forwarded to the Community
Development Director for determination. Based on review of the applicable design criteria, which is
discussed in detail below, staff finds that the project adequately complies with the applicable criteria.
However, staff requests that the Board review this report and provide a recommendation on compliance
with all pertinent design criteria and specifically to consider the following:
Materials and Calors
• Whether the proposed materials and colors are appropriate.
Architecture
• Whether the proposed new fagade should he further extended along the west elevation.
BACKGROUND
Site Description & Setting;
The lot is a long, narrow site, 30,280 sf in area_ The lot is flat with an average cross slope of 0.59% -
The lot is located adjacent to the San Rafael Yacht Harbor.
PROJECT DESCRIPTION
The applicant is proposing to remodel the fagade of the Harbor Center. The remodel includes new
exterior metal panels, new concrete bollards and now aluminum cladding over the existing columns.
The project is not proposing any increase in height or expansion to the Harbor Center. The project is
not proposing any changes to the existing sign program (SR76-024) for the Harbor Center, at this time.
ANALYSIS
Zoning Ordinance Consistency:
Chapter 15 — Canalfront Review Overlay District -C
The Canalfront Overlay is rather limited in design criteria for this scope of work. The only applicable
section is the Color/Materials section, which states that the colors shall be consistent with those found
in the Environmental and Design Review section of the code_ The Environmental and Design Review
Materials/Colors section is discussed below.
Chapter 25 — Environmental and design Review Permit
The applicable review criteria for this project is the Materials and Calor section. This section
encourages the colors and materials to be consistent with the context of the surrounding area and to
minimize contrast with the surrounding landscaped areas and architecture. The color criteria
encourages earthtonelwoodtone colors, which includes shades of blue and green. The material criteria
encourages metals that develops an attractive oxidized finish, such as copper or weathing steel, and
discourages unpainted, galvanized, and metals that are subject to rusting.
The project is generally consistent with the design criteria of Section 14.25.050; in that: 1) the selected
colors are within a recommended color category and 2) the proposed material is neither a
recommended or discouraged material. The walls located along the ground level are proposed to be
painted white and the window frames are proposed to be painted black. The existing fagade is a
beige/orange colored wood. Overall, staff finds that this project will be a significant improvement over
the existing condition. The updated fagade will significantly improve the buildings appearance to be
more consistent with the other recently remodeled buildings in the area.
NEIGHBORHOOD CORRESPONDENCE
Notice of hearing for the project was conducted in accordance with noticing requirements contained in
Chapter 29 of the Zoning Ordinance. A Notice of Public Hearing was mailed to all property owners and
occupants within a 300 -foot radius of the subject site, the appropriate neighborhood group (Canal Area
Property & Business Owners Association), and all other interested parties, 15 calendar days prior to the
date of this hearing. Additionally, notice was posted on the site along the Francisco Blvd. E. frontage.
At the time staff's report was printed and distributed, Planning received no public comments as a result
of noticing.
CONCLUSION
Staff recommends that the Board provide the applicant with feedback in regard to the proposal, as
necessary. The Board should also provide a formal recommendation to be forwarded to the Community
Development Director to consider as part of the Environmental and Design Review Permit_
