Minutes, March 5, 2019 Larry Paul moved and Eric Spielman seconded to approve Minutes as presented. The vote is as follows: AYES: Jeff Kent, Stewart Summers, Don Blayney, Alternate, Larry Paul, Eric Spielman NOES: None ABSTAIN: Sarah Rege ABSENT: None 2. 1201 Fifth Avenue – Request for a Use Permit and Environmental and Design Review Permit to allow demolition of a 12,000 square foot bank building located on a 28,719 square foot lot and construction of a 70,000 square foot, 140-room hotel building with 87 on-site parking spaces and associated guest amenities. A Use Permit is required to allow hotels in the 5/M R/O zoning district and to allow a height bonus of 12 feet above the allowable height of 42 feet. Environmental Design Review is required for all major projects; APNS: 011-212-03; Fifth/Mission Residential/Office District (5/M R/O) Zoning District; Geoff Forner, Applicant; 1201 Fifth Avenue, LLC, Owner; Downtown Neighborhood. Project Planner: Alicia Giudice (Continued from 3/5/19 Design Review Board Meeting) Staff Report Project Plans The item was removed from the consent calendar for further discussion by a request from the public. Larry Paul moved and Eric Spielman seconded to approve project with the following consensus recommendations: • If a logical drop-off/pick-up arrangement for ridesharing along Fifth Avenue cannot be incorporated into the project, the applicant should re-evaluate the design of the driveway/loading area off B St.; and • The applicant is encouraged to explore swapping the locations of the loading area and trash enclosure along the Fifth Ave. driveway NEW BUSINESS 3. Vacant Flag Lot Located behind 1450 Grand Avenue (Tentative Address 1446 Grand Avenue) – Request for an Environmental and Design Review Permit to allow the construction of a new two-story, 4,049 sq. ft., single family residence (including garage) on a flag lot and to convert the existing shed on the property into an accessory dwelling unit (ADU); APN: 015-201-39; Single Family Residential (R10) District; Bob Porter, Applicant/Owner; Dominican Neighborhood. Project Planner: Alan Montes Staff Report Jeff Kent moved and Eric Spielman seconded to continue Motion to continue review of the item until date uncertain with the following consensus recommendations: The proposed exterior color scheme shall be re-evaluated to include more earthtones; A landscape plan shall be included in the resubmittals which proposes appropriate design for the creek setback area and more clearly identifies how the existing trees will be treated; The proposed creek setback encroachment shall be minimized. Examples of potential design revisions include reducing the size of the garage to minimum interior dimensions (20 ‘ x 20’), shifting the garage further northwest, shifting the entire residence more northeast and/or reducing the size/dimensions lower level bedroom suite; On-site drainage system needs re-evaluating and redesign, as necessary. Consider the use of permeable pavers. A site survey shall be included in the resubmittals by a licensed professional and should be recorded. Provide ADU (accessory dwelling unit) details, including; identifying proposed and required improvements to the structure, access and elevations. The proposed colors and materials of the ADU shall coordinate with those of the new single-family residence; and The architectural design shall be re-evaluated to better fit the site specifically; the project needs to be more sensitive to the site.
