Larry Paul moved and Jeff Kent seconded to approve Motion to approve Minutes as presented. The vote
is as follows:

2. 400-496 Las Gallinas Ave. (Northgate III Shopping Center) – Environmental and Design
Review, Sign Program Amendment and Exception for Northgate III improvements. The
project proposes an update to the façade, amendment to the existing Sign Program and a
reduction in the backup dimension for several parking spaces for a new sidewalk on th e
site; APN: 175-250-14; General Commercial (GC) Zoning District; Jon Plomteaux,
Applicant; MGP Xi Northgate SC3. LLC, Owner; North San Rafael Commercial Center

Jeff Kent moved and Samina Saude seconded to recommend approval of project with the following
consensus recommendations:
• South and east elevations of pad building needs to create greater design interest by adding metal
awnings or similar.
• The proposed rear freeway-facing freestanding pylons are prohibited as excessive and out-of-
context with site and building design.
• The project sponsor is encouraged to explore expanding site landscaping.
The vote is as follows:

3. 800 Mission Ave. (Formerly 1203-1211 Lincoln Ave.) – Review of final details on the
proposed site landscaping, exterior lighting and outdoor terrace finishes of an approved
88-bed/77-suite assisted living facility with memory care services (“Aegis San Rafael”)
located on two vacant parcels at the northwest corner of Lincoln and Mission Ave. A Use
Permit and an Environmental and Design Review Permit were approved for the project,
subject to conditions, on September 4, 2018; APNS: 011-184-08 & -09; Multifamily
Residential – High Density (HR1) District Zone; Geoff Forner, Applicant; ASG San Rafael,
LLC, Owner; Downtown Neighborhood. Project Planner: Steve Stafford

consensus items:
• Exterior LED light fixtures shall be carefully evaluated and selected with a sensitively to
minimize or eliminate off-site glare.
