SUBJECT: 812 4th Street Pizza Orgasmica Repainting ED10-092
On March 24, 2011, the Planning Commission reviewed the proposed repainting of Pizza
Orgasmica Restaurant at 812 4th Street. The project was referred to the Commission to take
action on this request following the Design Review Board’s recommendations of January 19 and
February 23. The applicant and his color consultant were present. After hearing testimony on
the project from staff, the applicant and his consultant and the public, the Commission
continued the project with direction given that revised plans be prepared and resubmitted which
would respond to the Board’s prior recommendations. The meeting was continued to June 28
with modified schemes to be presented to the Design Review Board on June 21. Staff has
attached the May 24 report to the Planning Commission, which summarizes the direction given
by the Board. The audio of the May 24 Commission hearing can be accessed on the City
website. Action minutes were not available at the time of this report.
The applicant has prepared 3 alternative color schemes that incorporate a substantially lighter
yellow body color into the palette, with the original proposed bright Lemon Zest and green
colors used as building accents. Copies of the color schemes are included to show how the
proposed colors would be applied. Actual paint samples with the elevation details will be
presented at the meeting. Also, two of the colors will be painted out in the field, as noted in the
paint scheme discussion below. The revised painting plans appear to respond to the prior
direction of the Board, which is summarized as follows:
• Maintain and restore finishes of existing metal sconce and glass awnings
• Use non-reflective, flat, high quality paint finish
• Significantly tone down the yellow body color with a light yellow color
• Incorporate a neutral main body color into the scheme
• Use a neutral color for the landscape wall and trash enclosure
• Limit use of bright colors for accents/entryways
The revised proposal would change the main body color to a light yellow tone, with bright yellow
and green trim accents. Paint colors would be professionally applied, using high quality Behr flat
exterior paints. It is assumed the existing metal finishes would remain and/or be restored to the
original finishes; such as the wall sconces, and the directional cabinet sign and metal and glass
awning on the front of the building. Some of the light sconces have been painted in the field.
Other elements are shown as colored on the plans, however, this appears to be a drafting error.
The landscape wall and trash enclosure would be painted the neutral yellow color. The
schemes are summarized as follows:
The Sunshower 370B-5 paint color scheme proposes to use green color as accents and
bright Lemon Zest yellow to highlight the rear columns, the front column pedestal bases and
the entry alcove. The applicant prefers Sunshower as the alternative body color. The
applicant indicated that this color would be painted out in the field on the existing trash
enclosure.

The Bicycle Yellow 370A-3 paint color scheme proposes a slightly lighter yellow alternative
than Sunshower. This scheme would incorporate additional bright Lemon Zest yellow accent
border lines on the parapet façade and on the front building columns. The applicant prefers
the painting design details shown in this scheme. This color also is proposed to been
painted out in the field on the trash enclosure.
The Summer Harvest 380A-3 paint color scheme is similar to the Sunshower scheme with a
reversal in application of the bright Lemon Zest accent color to the front and rear columns,
entry alcove and rear entryways. The Summer Harvest neutral yellow body color is the
lightest of the three proposed alternative neutral yellow color tones, and is the most similar
to the recommended color applied to Marin Hydroponics on Francisco Blvd East. This color
has not been represented in on-site field paint-outs.
Staff requests that the Board recommend an alternate color scheme to the Planning
Commission. All three schemes appear to respond to the Board’s recommendation, resulting in
more interesting application of accent colors, with a neutral color that would provide
compatibility with the downtown setting. The painting design represented in the Bicycle Yellow
scheme appears to be the most interesting alternative. Staff recommends this scheme as the
preferred solution, with the lighter Summer Harvest neutral body color used for the building and
accessory structures, with restoration of natural metal and glass finishes for the building.
