Minutes, October 4, 2011 Bob Huntsberry moved and Stewart Summers seconded to approve minutes with the correction made to revise the minutes to reflect the motion for 1380 Mission Avenue Elks Lodge to include a DRB subcommittee to review the recommended changes, as follows: AYES: Mohit Garg (Chair), Bob Huntsberry, Jeff Kent, Stewart Summers NOES: None ABSTAIN Serge Fedorov ABSENT: Cheryl Lentini NEW BUSINESS 2. 3301 Kerner Blvd (AT&T Wireless Facility) - Request for Environmental and Design Review Permit and Use Permit for a new roof-mount wireless antenna facility. APN: 008-082-52; Core Canal Industrial/Office District (CCI/O) District. Steve Christenson, applicant. Dennis A. Gilardi, Tr., owner. Canal Neighborhood. Project Planner: Sarjit Dhaliwal Bob Huntsberry moved and Jeff Kent seconded to reject the proposal as presented and continue the project for redesign. Project Planner: Katie Korzun Bob Huntsberry moved and Stewart Summers seconded to approve the project as submitted with changes, as follows: 1) The center double-head fixture along the street frontage be changed to a single-head. 2) The furthest fixture along the south side b aligned with the other five fixtures along the front of the building. AYES: Mohit Garg (Chair), Bob Huntsberry, Jeff Kent, Stewart Summers, Serge Fedorov NOES: None ABSENT: Cheryl Lentini OLD BUSINESS 4. 31 Gold Hill Grade - Environmental and Design Review Permit for a new 6,468 gross sq. ft. single family residence in a two level structure, over a basement, on a vacant 1.07-acre hillside parcel with a 28% slope. APN: 015-091-04. R1a-H Zone. Stephen Charlip, Applicant. George Mann and Stephanie Morgan, owners. Dominican/Black Canyon Neighborhood. Project Planner: Raffi Boloyan Jeff Kent moved and Bob Huntsberry seconded to continue the project to respond to the consensus items to conform with the hillside guidelines, as follows: 1) Step back the upper floor level to break up the building facade and incorporate a true roof element that would connect with the entry roof. 2) Align the upper floor stepback with the wall line of bedroom 4. 3) Reintroduce dormers to the upper roof to break it up and create interest in design. 4) Push the “hot tub” deck on side of house back in order to reduce height above grade. In addition, screen the underside of the deck 5) Request that Public Works take another look at the drainage system solution in order to direct increased drainage runoff under Gold Hill Grade and into the Creek across the street instead of having it drain into neighbor's property. 6) Have the applicant work with neighbor to get 6' screening fence and planting between the residence and downhill neighbor. 7) Check with Building department concerning wood siding/materials choices for house. 8) Consider the various recommendations of the Board including replacing bamboo with another appropriate landscape material, replacing fruit trees with another species and elimination of the chimney, if it is not needed, in order to improve the hillside design.
