Minutes, October 22, 2013 Stewart Summers moved and Serge Fedorov, Alternate seconded approve Minutes as presented. The vote is as follows: AYES: Bob Huntsberry, Chair, Jeff Kent, Stewart Summers, Serge Fedorov, Alternate NOES: None ABSTAIN: None ABSENT: Cheryl Lentini OLD BUSINESS 2. 1000 Fourth Street (Courthouse Square Building Repainting) - Environmental and Design Review Permit for repainting of the eight (8) story Courthouse Square office building located at 1000 Fourth St.: APN: 11-216-01; 4SRC District Zone; Geary-Market Investment Co. Applicant/Owner; Downtown Neighborhood. Project Planner: Kraig Tambornini - (Follow-up review) NEW BUSINESS This was a follow-up review of an existing Environmental Design Review the repainting of Courthouse Square. The Board gave their comments on the colors. No motion/vote was necessary. 3. 1415 Third Street (Dialysis Center) - Environmental and Design Review Permit, Use Permit, Lot Line Adjustment and Subdivision Exception for demolition of an existing (8,429 sq. ft.) commercial building on a 16,977 sq. ft. parcel and construct a new 10,652 sq. ft. medical office building for a dialysis center in a two-level building (one floor over ground level parking), with 36 covered and uncovered on-site parking spaces, parking modification to allow a reduced parking standard, adjustment to increase the subject property and reduce the adjacent property at 814 E Street by 798 sq. ft. (resulting in 17,829 sq. ft. and 5,000 sq. ft. lot sizes, respectively) and exception to allow the smaller lot to be reduced further below a minimum required 6,000 sq. ft. lot size; APN: 011-252-20; 2/3MUW District Zone; Mike Conn, Applicant; Cowperthwaite Peter & Lynne 2012 Tr, Owner (1415 Third Street) Peter Pelz, Owner (814 E Street); Downtown Activity Center Neighborhood. San Rafael Municipal Code Title 14 and Title 17 Amendments (Zoning Ordinance) - ZO10- 001. Amendments to the Zoning Regulations and Title Tideland Permit requirements (text- only edits), applying City-wide.
