Applicant/Owner; Downtown Neighborhood. BACKGROUND The subject site is a 79,500 square foot property located in the heart of downtown, comprising an entire City block, with frontage on Fourth Street, Court Street, Fifth Ave and A Street (Exhibit 1 — Vicinity Map). The building is eight stories in height and occupied by financial institutions and professional offices fronting Fourth Street, with a parking structure on Court Street and Fifth Ave. A generous setback is provided from Fourth Street, creating a "public plaza" in front of the building. Another small outdoor space is provided behind the building at the corner of A Street and Fifth Ave. The property was developed subject to site design approval granted September 7, 1972 (AA72-51). The conditions of approval (no. 10c) require that "[t]he colors utilized shall be as previously submitted unless otherwise approved by the Planning Commission". The building is visually significant in that it is one of the largest single downtown developments and the tallest structure. Therefore, color changes are considered to be a potential significant design change. The City has not adopted a preferred color palette for Downtown (though previously earth -tone colors were recommended). However, non - reflective earth -tones are considered to be appropriate. The City reviewed and approved a change in building colors in 1999 (ED99-60), approving the current three -color beige, terra-cotta and green scheme. This project was encouraged by the City to enhance the appearance of the large structure, breaking up the mass of its individual components. The entire structure was previously painted white, which accentuated its size. Condition ED99-60 no. 1 allows the Board to approve revisions to the color palette. PROJECT DESCRIPTION The project requests an Administrative Design Review approval of revised colors for the Courthouse Square building, as follows: ➢ Office Building: (Eight -story component on Fourth, A and Fifth Ave and two-story component on Fourth & Court): ➢ Office Building Tower: (Eight -story central element between the two office building components) Ground Floor Level: "Coffee Diva" — medium tan -beige Upper Floor Level(s): "Soft Doe Skin" — light beige "Coffee Diva" — medium tan -beige ➢ Parking Garage: "Stonegate" — slate grey -green (Four-story building on Court and Fifth Ave.) The colors are shown on Exhibit 2 — Kelly Moore Interactive Schemer. Paint samples will be provided at the hearing. Paint -Out The applicant will provide a partial paint out of the two-color scheme proposed for the office building. The paint out will be applied to the corner of the "Bank of America" two story office building portion, which is to the right of the main building entry as viewed from Fourth Street. A similar paint -out of the garage building will be provided to the corner of the parking garage entry at Court Street, looking toward the structure from Court Plaza/Fourth Street. The paint out will be installed by Monday, in order to allow for the client and architect to consider refinements to the color palette. The paint -out illustrations are attached as Exhibit 3. ANALYSIS The revised palette consists of flat (non -glossy) earthtone colors selected from a complementary palette, which also coordinates with the new metal entry awning. In general staff recommends that the revised palette complies with the design intent to provide enhance the appearance of visually significant structures in the downtown. However, an initial paint -out revealed that the "Soft Doe Skin" color would predominantly reflect its white base color values, and therefore was too light in color for the large building (which was previously a concern with the original building color). The applicant indicated that she would work with the architect to pursue a refinement of the color palette, in order to assure the lighter color would be modified to provide more contrast and assure it would not read as white when applied to the building. Staff requests that the Board review the colors and paint out in the field, discuss the colors with the applicant, and provide direction on the final scheme. The applicant would like to complete the renovations in October. Therefore, if the colors cannot be recommended for approval, staff asks that the Board consider appointing a member or sub -committee to work with the applicant and finalizing the paint color selection. NEIGHBORHOOD CORRESPONDENCE Projects that require review by the Board must be noticed, and subject to public comment. Notice was mailed to owners and interested parties within 300 feet of the site at least 15 days before the meeting, including the Downtown Business Improvement District. No comments have been received on the project. CONCLUSION Staff supports the repainting subject to revision to the light beige building color to assure it would not result in a large white building color that would accentuate the building mass. Staff recommends that the Board review the colors and approve a final scheme, or, if necessary, appoint a member or subcommittee to work with the applicant on the final selections. EXHIBITS 1.
