APPROVAL OF MINUTES 1. Minutes, August 20, 2013 Jeff Kent moved and Serge Fedorov, Alternate seconded to approve minutes as presented. Minutes, September 4, 2013 Jeff Kent moved and Serge Fedorov, Alternate seconded to approve minutes with change to wording of minutes to state: "due to lack of a quorum to vote on the August 20, 2013 Minutes, this item will be continued to the next meeting". Minutes, September 17, 2013 Due to lack of quorum to vote on the minutes of 9/17/13 - this item is continued. 4. 5800 Northgate Mall Drive (Northgate Mall Renovation Project Amendment) - Environmental and Design Review Permit and Use Permit for renovation of the existing 29,538 square foot vacant pad building at 1500 Northgate Mall Drive (formerly Rite Aid) with a parking modification (to reduce number of spaces required and dimensions), as an amendment to the prior renovation project approvals granted under ED07-90, SR07-91, UP07-56 & DA07-01; APN: 175-060-61, 66, 67, 59, 40, & 12; General Commercial (GC) Zone; Macerich, LLC, Owner; North San Rafael Neighborhood. San Rafael Municipal Code Title 14 and Title 17 Amendments (Zoning Ordinance) - ZO10- 001. Amendments to the Zoning Regulations and Title Tideland Permit requirements (text- only edits), applying City-wide. Project Planner: Kraig Tambornini 1000 4th Stewart Summers moved and Jeff Kent seconded to Approve Motion to approve the repainting scheme subject to the applicant providing a revised paint-out for the Board members to view in the field and confirm that the proposed revision to a deeper color tone for the upper story elements would not reflect as white. If the field paint-out is not successful the item would return to the Board at a future meeting date. Project Planner: Raffi Boloyan Jeff Kent moved and Stewart Summers seconded to Approve Motion to continue item to respond to board comments as follows: 1) The tower element should be lowered and signs placed to be no taller than freestanding pylon signs that have been approved for dealerships along Francisco Boulevard West and Francisco Boulevard East (e.g. 25 feet max) 2) Additional landscaping with trees needs to be provided to break up the mass of the parking lot. 3) Any proposed gates need to be design to enhance the appearance of the site and 4) Site lighting needs to be included in the renovation to be consistent with the elegant upgrade to the building and in keeping with lighting concepts approved for other care dealerships in the area.
