REPORT TO DESIGN REVIEW BOARD
SUBJECT: 110 Loch Lomond Drive ("The Strand" @ Loch Lomond Marina Development) -Request
for review of: a) final exterior lighting plan and photometric analysis (intensity of exterior
illumination); and b) final landscape and irrigation plan for the residential portion of the
development. This review is required per the conditions of approval for this project; APN: 16-
070-020, 030,050 & 060; Planned Development (PD-1860) District; Marina Village LLC,
owner/applicant; project site bordered by Loch Lomond, Bayside Acres and San Pedro Cove
neigh borhoods.
SUMMARY
In August 2007, the San Rafael City Council approved the Village @ Loch Lomond Marina
development project (now "The Strand" @ Loch Lomond Marina). A detailed description of the project,
setting and history is provided in the Background section below. The City approvals for this planned
developmen't project are subject to many conditions. Some of the conditions of approval require that
certain elements and stages of the project plans (particularly final plans and details), return to the
Design Review Board for review and approval for the permanent project phase or area. Per Design
Review Permit ED04-063 conditions of approval, the final exterior lighting plan and "photometric"
analysis for the development, as well as the final landscape and irrigation plan for the residential portion
of the development require Board review. The lighting plan and photometric analysis have been
provided for the entire development project. The landscape and irrigation plan is provided for the
residential development identified as Area C on the project development plan (PD-1860 District).
Staff requests that the Board review: a) the exterior lighting plan and photometric analysis for the entire
development; and b) the final landscape and irrigation plan for the residential portion of the
development for compliance with Design Review Permit ED04-063 conditions of approval. Exhibit 2
(attached) lists ED04-063 conditions 5 and 8, which require this review and, and provides staff
discussion of the response provided on the final, revised plans. Generally, the plans are in compliance
with these conditions for the subject phases of development. However, staff presents some comments
and recommendations for additional consideration and feedback by the Board.
BACKGROUND
-Site Description & Setting:
The Loch Lomond Marina site is located immediately south of Point San Pedro Road, approximately
two miles east of US 101. The marina property encompasses 131 + acres, which incl udes 29.5 acres of
upland, a marina basin that is approximately 37.5 acres and 64 acres of submerged tidelands (open
water). A diked seasonal wetland is located along the eastern edge of the property. The marina basin
is developed with 517 boat berths and supp'ortive marina uses and improvements. The uplands portion
of the site is developed with a variety of marina-related uses, some neighborhood commercial uses and
a fUll-service grocery market (Andy's Market). The San Rafael General Plan 2020 designates the
marina property in three land use categories: Neighborhood Commercial; Marina-Related and
Conservation.
History & Project Description

and the California of & Wildlife (CDFW). Consequently, the prolect approvals are
subject compliance with many conditions. Some of the conditions approval require follow-up

Review of Final Landscape and Irrigation Plans (Area C-residential area)

condition has addressed. Overall, the plans a number of the recommendations in

The initially-approved plans present the installation of "pavers" along the residential parking/driveway
courts. The developer is proposing an alternative material, a "stamped," color-treated and sealed

Review of Exterior Lighting Plan and Photometric Analysis

In summary, the exterior lighting proposes the use of six lighting fixtures. The fixture schedule and
specifications for each fixture as presented in attached Exhibits 6 and 7. In summary, the fixtures
are as follows:
1. A 20-foot-high hook-necked light (EXL 1) is proposed 'along the main
project access road (Loch Lomond Drive), the residential access road and the parking lot on
the jetty. The specifications propose a black surface, LED illuminated and a flat,
hooded light housing.
2. A 12-foot-high Jight standard (EXL2) is at the Loch Lomond Drive
"roundabout" and along the pedestrian path frontage of the neighborhood commercial and

illumination downward.
3. A 16-foot-high parking pole and is proposed for the marina
parking lot dry dock boat storage and the neighborhood commercial/market
parking lot (EXL2B). This standard is the same as EXL2, above, but is taller.

1.3 DEFINITIONS
A. "Accredited StreetBond Applicator" has valid Certification for both
Textured (stamped) and Non-Textured (flatwork) as offered by Quest
Construction Products and are reviewed on an annual basis. All Accredited
StreetBond Applicators have been qualified by Quest Construction
Products to perform the Work and offer a product Warranty.

C. "Applicator" means the installer of the StreetBond coatings.

E. "TSR" is a Quest Technical Sales Representative who manages the
StreetBond product in a given territory.
F. "Stamped asphalt pavement" is asphalt pavement that has been subjected
to imprinting or texturing in a specific pattern.
G. "Non-Stamped asphalt pavement" is asphalt pavement that is unstamped
and is sometimes referred to as "flatwork".
H. The "Work" is the asphalt pavement texturing work contemplated in this bid
submission and specification.
I. "Scuffing" is a "tear" of the asphalt pavement caused by an external force -
for example turning the steering wheel of a stationary vehicle. Scuffing is
generally the result of poorly deSigned or improperly installed asphalt and
would mO 'st-commonly be seen on weaker residential asphalt.
J. "Layer" is a signal thin pass of coating, applied with a texture spray gun,
which is allowed to dry before the next layer is applied .

D. The RapidFinisher II is an electric powered broom produced by Integrated
Paving Concepts Inc. that can be used in the application of StreetBond
coatings to improve productivity. 'It is especially useful on larger projects.
PART 3 D EXECUTION
3.1 GENERAL
StreetBond coating shall be supplied and applied on non-textured asphalt
surface by an Accredited StreetBond Applicator in accordance with the plans
and specifications or as directed by the Owner. Do not begin installation without
confirmation of an Accreditation Certificate. Specifications for the execution of the
StreetPrint® system can be found at www.quest-cp.com .
3.2 PRE .. CONDITIONS
The condition of the asphalt substrate will impact the performance of the
StreetBond coatings. A highly stable asphalt pavement free of defects is
recommended.
3.2.1 Pre-requisites for new asphalt pavement
A durable and stable asphalt 'pavement mix design installed according to best
practices over a properly prepared and stable substrate is a pre-requisite for all .
long-lasting asphalt pavement sulfaces . The application of StreetBond does not

3.2.3 Pavement Marking Removal: recommended guidelines
Pavement markings may be removed, by sandblasting. water-blasting, grinding,
or other approved mechanical methods. The removal methods should, to the
fullest extent possible, cause no significant damage to the pavement surface.
The Owner shall determine if the removal of the markings is satisfactory for the
application of StreetBond coatings. Work shall not proceed until this approval is
granted.
3.2.4 Surface Preparation
The asphalt pavement surface shall be dry and free from all foreign matter.
