SUBJECT: 10 E Crescent Dr (Silva Apartments) -Review of colors and landscape details for an
approved four-unit apartment project on a vacant hillside parcel; APN: 10-291-67; HR1 Zone;
Dan Silva, Owner/Applicant. West End Neighborhood
DISCUSSION
On January 5,2016 the ORB unanimously recommended Planning Commission approval of ED14-062,
for a new apartment building at 10 E Crescent Drive, with conditions that final color and landscaping
details return to the ORB for approval on consent prior to issuance of a building permit. The ORB
recommended unifying the color palette, and revising final landscape details to address plant selection
and placement. The Board also suggested the applicant reconsider making the elevator accessible to
all residents. The Planning Commission approved the project on February 9,2016 with the following
conditions reflecting the ORB recommendation:
6. Prior to issuance of a building permit, the applicant shall obtain approval by the Design
Review Board for the final colors, materials and landscape plan details. The applicant shall
submit the final building colors and materials selections and final landscape plan details
addressing the Design Review Board January 5, 2016 consensus comments on the project,
which shall be scheduled for consideration on the next available consent calendar of the Design
Review Board.
7. Building colors shall be non-reflective so that they do not create undue glare or contrast
with the surrounding area.
A color rendering illustrating a simplified palette and an updated landscape plan have been provided by
the applicant, along with a letter that states "landscape changes include removal of one tree near the
driveway entrance, revised oak spacing, and elimination of sun dependent plant choices at the rear of
the building" .
. Copies of the previously prepared landscape plan and materials board will be emailed to the ORB
members directly and shall be made available at the meeting. The applicant has been asked to bring
actual color samples to the meeting in the event they are needed by the ORB.
Staff recommends approval of these details on consent, if appropriate.
Notice and hearing are not required for ORB review of design details, consistent with previous direction
given on an approved project.
