Minutes, April 5, 2016 Bob Huntsberry moved and Eric Spielman seconded to approve minutes as presented. Lot 21, Fair Drive (Lot 21 Residence) – Environmental and Design Review Permit for construction of a new 3,247 gross square foot residence on an 8,563 square foot hillside parce; APN: 011-023-21; R5 Residential District Zone; Jared West, Fair Drive Partners, LLC Applicant; Fair Drive Partners, LLC, Owner; Lincoln/San Rafael Hill Neighborhood. Continued from March 8, 2016 for revisions. Project Planner: Kraig Tambornini Bob Huntsberry moved and Stewart Summers seconded to approve project to the Zoning Administrator with some additional minor revisions to landscaping details and access to rear yard areas. The vote is as follows: AYES: Eric Spielman, Stewart Summers, Jeff Kent, Cheryl Lentini, Bob Huntsberry NOES: None ABSTAIN: None ABSENT: None NEW BUSINESS 3. 51 Gold Hill Grade – Request(s) for Environmental and Design Review Permit, Tentative Map and Lot Line Adjustment to allow the subdivision of the existing 3.193 acre hillside parcel into 3 lots with two existing single family homes occupying Parcel 1 and Parcel 2, and a new single family home proposed for Parcel 3. The proposed Lot Line Adjustment would entail a transfer of 1,200 sf of land from 51 Gold Hill Grade to 31 Gold Hill Grade. The project will also require CEQA review (Initial Study); R1-a (H) Single Family Residential (Hillside Overlay) Zoning District; Martin J. Coyne, owner; Ray Cassidy, applicant; File No(s): ED16-016/TS16-001/LLA16-001/IS16-001. Dominican/Black Canyon Neighborhood. Project Planner: Caron Parker Cheryl Lentini moved and Stewart Summers seconded to Approve Motion to approve project with conditions as noted regarding landscaping, further tree removal and construction of the garages. The vote is as follows: AYES: Eric Spielman, Stewart Summers, Jeff Kent, Cheryl Lentini, Bob Huntsberry NOES: None ABSTAIN: None ABSENT: None 4. San Rafael Public Safety Center- 1313 5th Avenue/1039 C Street – Request for Environmental and Design Review Permit to develop a new, 44,000-square-foot Public Safety Center for fire, police and emergency services to replace the existing Fire Station 51 (Downtown Fire Station). APNs: 011-205-04, 011-205-01 and 011-205-17; Public/Quasi- Public (P/QP) and Fifth/Mission Residential/Office (5/MR/O) Districts; City of San Rafael, applicant and property owner. Project Planner: Paul Jensen Stewart Summers moved and Eric Spielman seconded to continue item to address Board comments regarding redesign of project.
