HomeMy WebLinkAboutDRB 2016-02-02 #2l' 1 Community Development Department MEMORANDUM DATE: January 28, 2016 TO: Chair Kent andP,.esign Review Board Members FROM: Steve Stafford, Associate Planner SUBJECT: [ED16-017] Final Review of Motor Court Materials and Landscaping — San Rafael Carriage douses 1200 Irwin St. (Formerly 524526 Mission Ave.) APN: 014-013-05 The project proposes to redevelop a 10 -unit, 24,600 sq. ft., multifamily residential site with 15 townhome condominium units with motor court parking and vehicular access off of Irwin St. On July 7, 2015, the Design Review Board (Board) reviewed proposed requested amendments to an existing Environmental and Design Review Permit (ED06-024) to allow miscellaneous modifications to the approved site and building design. At that time, the Board unanimously (3- 0) recommended approval of the proposed minor design changes, which included: 1) Elimination of a `specimen -size' (24" -box size) Valley oak tree in the motor court `oval'; 2) Elimination of integral color, stamped -concrete in the motor court `oval' in lieu of painted asphalt; and 3) Elimination of precast permeable pavers in the motor court, driveway and guest parking spaces in lieu of painted asphalt. The Board's recommendation to approve the minor design changes was subject to final motor court details, both material and landscaping, return as a consent item. Motor Court Materials The final materials for the motor court, driveway and guest parking spaces propose integral colored, stamped -or score -concrete. The motor court `oval' would be patterned- or stamped - concrete, in a medium brown color, surrounded by a perimeter border in a dark brown color. The majority of the motor court, driveway and guest parking spaces would be scored -concrete, in a light brown color. Final material details for the motor court, driveway and guest parking spaces plans may be reviewed on Sheets A1.0 and CS1 of the attached plans. Staff finds that the final materials proposed for the motor court, driveway and guest parking spaces are the same high-quality finishes and color that were originally approved with the project. Motor Court Landscaping The final landscaping for the motor court would: 1) While reducing the quantity of smaller (generally 4' x 4') raised planter areas from 12 to 8, the size of these remaining planter areas would be increased to comply with the City's minimum 6' -wide dimensions (exclusive of curbs) and 36 sq. ft. size requirements (pursuant to Section 14.18.130 (D) of the Zoning Ordinance); 2) The number of trees would increase, from 9 to 12; and 3) Four trees would remain Western Redbud (Cercis occidentals)as originally approved and the remaining 8 trees would be columnar evergreen trees (Juniperus scopulorum `Cologreen') as requested by the Board. Final landscaping and irrigation details for the motor court may be reviewed on Sheets L1.0 and L1.1 of the attached plans. The original approved landscape plan is also provided for comparison. Staff finds that the final landscape design for the motor court adequately responds to the Board's recommendations and is in character with landscaping approved for the remainder of the site.
