Minutes, June 5, 2018 Jeff Kent moved and Eric Spielman, Chair seconded to approve Motion to approve Minutes as presented. The vote is as follows: AYES: Eric Spielman, Chair, Jeff Kent, Bob Huntsberry, Don Blayney, Alternate NOES: None ABSTAIN: Stewart Summers ABSENT: None OLD BUSINESS 2. 1650 Los Gamos Drive Medical Office Building – Request for Formal Design Review of a 36-foot tall, 3-level, 433 stall parking structure on the western parcel at 1650 Los Gamos Drive in North San Rafael. The proposed project is also requesting approval of a signage program. The project would require Design Review, Use Permit and Zone Change approval; APN: 011-256-12, 011-256-13; PD 1590 District; Kaiser Foundation Health Plan, owner/applicant; File No(s).: UP17-005, ZC17-001, SP17-002, NM17-001, IS17-001, ED17- 001. Project Planner: Sean Kennings Staff Report Jeff Kent moved and Eric Spielman, Chair seconded to recommend approval with the following comments: • The applicant is encouraged to explore adding more perforated screening along the front of the project, along the Los Gamos Dr. frontage. • The applicant is encouraged to find an alternative species of trees for the proposed Water Gum and Donal trees. • The applicant is encouraged to explore merging the north driveway and the fire lane as one driveway entrance before splitting. The applicant is encouraged to explore incorporating a separate pedestrian exit into the north driveway design. • The lighting on the rooftop parking deck should be closer to a 3000K Kelvin color temperature level. The vote is as follows: AYES: Eric Spielman, Jeff Kent, Stewart Summers, Bob Huntsberry,Chair, Don Blayney, Alternate NOES: None ABSTAIN: None ABSENT: None CONSENT NEW BUSINESS 3. 3833 Redwood Highway/350 Merrydale Road– Conceptual Design Review for redevelopment of the existing site with 44 townhome units with garages; APN(s): 179-041- 27, 179-041-28; PD(1594) Zoning District; Michael Hooper, applicant, Francine Clayton for Ridgewood Properties, owner; San Rafael Meadows Neighborhood. Project Planner: Caron Parker Staff Report There was no vote on this item as it was Conceptual Design Review. 4. 1201 Fifth Avenue – Request for a Conceptual Design Review Permit to allow demolition of a 12,000 square foot bank building located on a 28,000 square foot lot and construction of a 70,000 square foot, 140-room hotel building with 86 on-site parking spaces. The hotel will include a lounge/bar, limited restaurant service, two meeting rooms, a fitness room and outdoor patio; APNS: 011-212-03; Fifth/Mission Residential/Office District (5/M R/O) Zoning District; Semi Salmi, Applicant; ML Seven Capital Partners, LLC, Owner; Downtown Neighborhood. Project Planner: Ali Giudice Staff Report There was no vote on this item as it was Conceptual Design Review. 5. Modifications to Election of Officers for 2018 Design Review Board meetings due to vacancy. Board Member Summers is the new Vice-Chair for the remainder of 2018. Board Member Blayney is the new Alternate DRB member for the General Plan Steering Committee. ADJOURNMENT I.
