4. 949 Del Presidio Blvd. (“Chevron”) – Request for Conceptual Design Review proposing
redevelopment of an existing motor vehicle fuel service station on a 24,441 sq. ft. parcel
located at the northwest corner of Del Presidio Blvd. and Manuel T. Freitas Parkway. The
project proposes a new 2,946 sq. ft. mini-mart building, a new 2,744 sq. ft. canopy and four
fuel ‘islands’, and new on-site parking and site landscaping.; APN: 175-322-02; General
Commercial (GC) District; Chevron USA, Inc., owner; Carlos Jahen of Stantec
Architecture, applicant; File No.: CDR18-004. Project Planner: Steve Stafford
Staff Report
This was a Conceptual Review, so no vote was taken.
The following comments were made by the Board:
• Property boundaries shown on site plan do not appear to be accurate; need a site survey and
show all easements on site plan
• Show required bio-retention on landscape plans
• Site is a ‘gateway’ site to Terra Linda; need more landscaping, particularly along the Freitas Pkwy
frontage
• Relocate mini-mart bldg. further south, away from the Freitas Pkwy frontage
• Relocate the new trash enclosure from the south bldg. elevation to the north bldg. elevation and
connect to mini-mart
• Eliminate up to two (2) proposed parking spaces on south bldg. elevation and request a Parking
Modification
• Expand landscape planter islands along the south and east property boundaries
• Provide reduced (20-30 foot candles) lighting levels under fuel canopy; flush-mountg fixtures
• Do not illuminate fuel canopy fascia with LED
• Use light fixtures with reduced 3000 Kelvin lighting rather than 5000 Kelvin
• Match the same high-quality exterior materials on the new trash enclosure as the new mini-mart
bldg.
• Overall bldg. architecture needs improvement such as additional forms, materials, fenestration,
particularly along the Freitas Pkwy frontage. Take a look at the Rite-Aid bldg. as an example.
• Planting palette is very good.
