SUBJECT: 110 Loch Lomond Drive (Village @ Loch Lomond Marina Development) — Request for
review of final landscape and irrigation plan for the neighborhood commercial/marina parking
area portion of the development (west of Loch Lomond Drive). This review is required per the
conditions of approval for this project; APN: 016-070-090, 140, 150 & 160; Planned
Development (PD -1860) District; Marina Village LLC, owner/applicant; project site bordered by
Loch Lomond, Bayside Acres and San Pedro Cove neighborhoods.
BACKGROUND
Site Description & Setting:
The Loch,Lomond Marina site is located immediately south of Point San Pedro Road, approximately
two miles east of US101. The marina property encompasses 131+ acres, which includes 29.5 acres of
upland, a marina basin that is approximately 37.5 acres and 64 acres of submerged tidelands (open
water). A diked seasonal wetland is located along the eastern edge of the property. The marina basin
is developed with 517 boat berths and supportive marina uses and improvements. The uplands portion
of the site is developed with a variety of marina -related uses, some neighborhood commercial uses and
a full-service grocery market (Andy's Market). The San Rafael General Plan 2020 designates the
marina property in three land use categories: Neighborhood Commercial; Marina -Related and
Conservation.
History & Project Description
In 2007, the City Council approved the Village @ Loch Lomond Marina development for the marina
property. Included in the City approvals was the adoption of the Planned Development (PD -1860)
District, which is the master plan for site development. The PD -1860 District segregates the marina site
into four land use areas, described as follows:
Area A - marina/water/recreation, which permits the continuation of a full-service marina and
park/marina green for public use
Area B - neighborhood commercial/mixed use, which permits the development of 22,250 square
feet of neighborhood commercial use including a new full-service grocery market, six residential
condominium units
Area C - residential, which permits the development of up to 76 residential units (single-family
residences, cottages and townhomes)
The remaining acres of submerged tidelands/water were not included in the PD1 860 District.
Area D- conservation, includes preservation of the submerged tidelands (slough) and seasonal
wetland
The layout of the approved land use areas is provided in attached Exhibits A and A-1.
The project was approved to be developed in several phases. The first phase covers site grading
(surcharge of imported fill), subdivision "backbone" improvements, and the shoreline -park and marina
green. This phase is near completion. The second phase covers development of the western and
southern portion of Area C (residential; "The Strand"). Construction of this phase is currently underway.
The third phase covers the development of a neighborhood commercial/mixed-use and marina
parking/services in Area B, which is west of Loch Lomond Drive. In this area, the new Andy's Market is
currently under construction.
Review of Final Landscape and Irrigation Plans (Area Bw neighborhood commercial area)
As noted above, the review of the final landscape and irrigation plans for Areas B and C require review
and approval by the Design Review Board. This requirement is specified in Environmental and Design
Review Permit ED04-063 condition 5. This condition of approval is presented in the attached table
(Exhibit 2).
The final plans that have been prepared and submitted at this time address the landscape and irrigation
improvements in Area B only. The final landscape and irrigation plans for Area C were reviewed and
approved by the DRB last summer. Further, please note some of the requirements under condition 5
have already been completed (e.g., landscape and related improvements that are a part of the
park/marina green and marina commons area) or are not applicable for review at this time. The
response column in Exhibit 2 provides a reference to the applicable plan sheets where the condition
has been addressed.
ANALYSIS
As noted, the table presented in attached Exhibit 2 provides a response on how/if the final landscape
and irrigation plans have been met. Reduced -size plan sets of the 2007 -approved Design Review
Permit plans have been provided to the Board for comparison. A summary of the responses is
provided below, which includes staff comments and recommendations for Board consideration:
1. Per condition 5a, the final plans include the installation of a number of native plant species. See
Plan Sheets L-1.2 and L-4.1 on the final plan and Plan Sheet L-1.2, L-4.2 and L-4.5 in the 2007 -
approved plans. In comparing the final plans with the 2007 -approved plans, it appears the plant
species palette has been adjusted. Feedback is needed from the Board as to whether the
amount and distribution of the native species is adequate.
2. Per condition 5c, street trees are proposed to be planted at consistent intervals along Point San
Pedro Road and Loch Lomond Drive.
3. Per condition 5j, a solid wall (eight feet high) is proposed between the Andy's Market loading
area and the marina parking lot. As specified on Plan Sheet L-6.1, a concrete block material is
proposed for the wall with an integral color to match the market's exterior building siding,
4. Per condition 5n, the final landscape and irrigation plans have been reviewed and approved by
the Marin Municipal Water District. The plans comply with MMWD Ordinance 721 (water
conservation). See letter from MMWD, which is presented in attached Exhibit 3.
OUTREACH AND NOTICING
Notice of this meeting was mailed to property owners and residents within 500 feet of the upland
boundaries of the marina site. In addition, notice was mailed to the three neighborhood associations
that border the marina site.
CONCLUSION
Staff recommends that the Board approve the final landscape and irrigation plan.

Landscape Plan Compliance Letter
Dear Mr. Arambulo:
The landscape plans submitted to the District for Ordinance 421 review have passed. It is
the landscape architect's or the owner's agent's responsibility to ensure that the installing
contractor is supplied with a copy of Marin Municipal Water District's stamped and
approved landscape plans prior to installation.
Upon completion of the project the landscape architect or agent must submit the required
Certificate of Completion form and irrigation audit results to the Water Conservation
Department. A final inspection will then be scheduled to verify field compliance with the
ordinance. A copy of the stamped landscape plans must be onsite during construction.
The account will be billed at tier 3 water rates until the project passes the final
inspection.
A new dedicated irrigation water meter is required. Contact the engineering department to
apply for a new water service.
Any changes to the stamped approved landscape plans must be approved by the District
prior to installation.
