CALL TO ORDER STAFF COMMUNICATION BOARD COMMUNICATION APPROVAL OF MINUTES 1. Minutes, February 2, 2016 Cheryl Lentini moved and Stewart Summers seconded to approve Minutes as presented. The vote is as follows: AYES: Jeff Kent, Chair, Cheryl Lentini, Stewart Summers, Eric Spielman, Don Blayney, Alternate NOES: None ABSTAIN: None ABSENT: Bob Huntsberry CONSENT 2. 8 Millwood Ct. (Persons Second Dwelling Unit and Garage Expansion) –The subject property is subject to a Minor Design Review for a retaining wall over four feet in the required side and rear setbacks, expansion of a one car garage to a two car garage, the creation of a new second dwelling unit, and excavating more than 50 cubic yards; APN: 185-161-10; R1a-H Zone; Fouad Hashem, Applicant; Lewis Persons, Owner; Glenwood Neighborhood; Case Numbers ED15-096, SDU15-007. The vote is as follows: AYES: Jeff Kent, Chair, Cheryl Lentini, Stewart Summers, Eric Spielman, Don Blayney, Alternate NOES: None ABSTAIN: None ABSENT: Bob Huntsberry NEW BUSINESS 3. 104 Windward Way (Toyota of Marin) – Environmental and Design Review permit to allow Toyota of Marin to store 130-140 vehicles on a 43,150 square foot portion of the existing 99,800 square foot vacant lot on the east side of Windward Way. No structures are proposed on site. The site would be secured with an 8’ high perimeter cyclone fence and screened with 5 new trees and a variety of smaller shrubs. Also proposed are 7 light fixtures (25 feet in height) distributed within the project site. The project proposes to lease the lot for 5 years; APN: 009-330-01; Multi-Family Medium Density Residential (MR2) Zoning District; Universal Portfolio, Ltd, owner, Mike Christian, Toyota of Marin, applicant. San Rafael Fire Station 52- 210 3rd Street – Request for Environmental and Design Review Permit to replace the existing Fire Station 52 with the development of a new fire station (10,865 square feet), training tower (3,322 square feet) and training classroom facility (1,200 square feet). The proposal includes a request for an Exception to exceed the 36- foot building height limit for the new fire training tower (up to 50 feet in height). The project includes associated site and landscaping improvements for the 27,000 square-foot City-owned site. Project Planner: Paul Jensen 210 3rd st staff report Cheryl Lentini moved and Eric Spielman seconded to recommend approval of project to the Planning Commission with the condition that the two items concerning graphics and landscaping be brought back to the Board as a Consent item prior to the Planning Commission Hearing. San Rafael Fire Station 57- 3530 Civic Center Drive – Request for Environmental and Design Review Permit to replace the existing Fire Station 57 with the development of a new fire station (9,600 square feet), that will include the Medic 3 (paramedic) currently located at Fire Station 53. The project includes associated site and landscaping improvements and an 800-square foot storage building for this County-owned site. APN: 179-270-12; Public/Quasi-Public (P/QP) District; City of San Rafael, applicant; County of Marin, property owner; Civic Center/Santa Venetia Neighborhoods.
