REPORT TO DESIGN REVIEW BOARD
SUBJECT: 513 E Francisco Blvd (Lexus Sign Program Amendment) —Sign Program amendment to
replace an existing 25 -foot tall Lexus pole sign with a 20 -foot tall Lexus "pylon" freestanding
sign, and replacement of four monument directional signs; APN: 014-152-39; GC District;
Applicant: Alex Welcks, WCS; Owner: FAA Serramonte L, Inc; File No: SPI 6-003.
BACKGROUND
On November 14, 2000, the City Planning Commission approved SR00-12 allowing the following
signage:
Sign A: One (1) freestanding, internally illuminated, double -sided pylon sign with a
maximum height of 21 feet. 45 sq. ft.
Sign B: One (1) wall mounted sign on the 4'4" fascia front elevation consisting of a
corporate logo incised into the stucco and 16 inch high individual internally
illuminated channel letters with black type -face. 25.1 sq. ft.
Sign C: One (1) wall mounted sign located on the east side of the front elevation with 12
inch high internally illuminated channel letters with black type -face. 13.5 sq. ft.
Sign D: Two (2) freestanding, internally illuminated, double sided directional signs with
white copy on black background and maximum height of 4'2" above grade. 10
sq. ft. each
PROJECT DESCRIPTION
The Sign Program Amendment proposes to update the existing directional signs and 21 -foot tall pylon
sign as follows:
Revised Sign A:
Replace the 21 foot tall freestanding pylon sign (cabinet on two pole mounts) with a new 9' wide
by 20' tall Lexus Main Brand Sign (metal cabinet pylon) consisting of high quality materials and
finish. While the overall cabinet sign dimensions could be counted as signage, the proposal is to
route the panel and install push -through Lexus Logo and Letters measuring 4'2.25" by 428"
(approx. 18 square feet) with internal illumination along the clear acrylic sides of the sign logo
and letters. Edge lit acrylic banding is also proposed that would run from the base to top of the
sign, between the black and brushed steel elements on the sign face.
Revised Sign D:
Replace the two (2) existing directional signs with similar signs with revised styling, and
maintain a black cabinet with internally illuminated and routed acrylic letters.
No change are proposed to the approved wall type signs, Sign B and Sign C. The sign types,
locations, details, and photographs of existing wall signs to remain, are provided in the project
plan sets.
ANALYSIS
Zoning Ordinance Consistency:
Standard Signage Allowance
Chapter 14.19 Sign Regulations permits the site to have two 2 signs, including a monument sign
allowance for the site with frontage facing the freeway and a lot width of at least 249 feet (per Table
14.19-1 & Table 14.19-2). The permitted sign types and areas include the following:
✓ Wall sign(s)
✓ Up to 21 foot tall sign with maximum area of 50 square feet
✓ Up to 1 square foot of sign area per foot of building width
✓ Maximum 200 square feet aggregate area permitted for a single business or use.
The building has a width of approximately 142 feet. Directional signs of 5 sf or less in size would be
exempt from the sign area calculations. Neon, flashing or animated sign types are generally prohibited.
The sign area proposed would not exceed the 142 square feet maximum, if area of the new pylon sign
is strictly limited to apply to the Logo and Letters. Each sign face is less than 18 square feet in area.
Sign Program Allowance
Section 14.19.046 establishes the criteria for review and approval of a sign program which includes an
amendment to the sign program. Sign programs are allowed to address unique site or business
characteristics to achieve aesthetic compatibility between the signs within a project, and may allow some
flexibility in the number, size, type and placement of signs. Car dealerships, gas stations and shopping
centers are identified as qualifying for sign programs. A minor amendment to an existing sign program
may be approved at staff level.
In general, the new signage substantially complies with the current program and is similar to recent
approvals in the area, including a similar pylon cabinet sign approved for the nearby Toyota dealership
group. The large box cabinet sign with illumination would exceed the maximum sign area allowance if
the entire cabinet were treated as signage. Staff is supportive of the concept, and request direction
from the DRB on the sign style, and proposed illumination details for the monument sign. Approval
would be subject to staff being able to support the following findings.
A. Whether all of the signs contained in the program have one or more common design elements
such as placement, colors, architecture, materials, illumination, sign type, sign shape, letter size
and letter type.
Analysis: Staff concludes the new design for the monument and directional signage would
maintain design consistency and a cohesive sign program. The colors, design, materials,
illumination, and style maintain a high quality program.
B. Whether All of the signs contained in the program are in harmony and scale with the materials,
architecture, and other design features of the buildings and property improvements they identify,
and the program is consistent with the general design standards specified in Section 14.19.054.
Analysis: As noted above all signs would maintain high quality finishes that would match the
design and appearance of both existing and proposed signage. Staff does have one concern, as
follows:
Whether existing wall mount signage illumination would match the new LED lighting color
and intensity.
C. Whether the amount and placement of signage contained in the program is in scale with the
subject property and improvements, as well as the immediately surrounding area.
Analysis: As discussed in this report, the signage substantially matches the existing sign program
and would be an enhancement of the existing program.
NEIGHBORHOOD CORRESPONDENCE
Notice of the meeting was provided in accordance with Chapter 14.29 more than 15 days before the
hearing date. No comments have been received on the proposal.
CONCLUSION
Staff supports the Sign Program amendment as presented, with request for clarification on the
following:
® Compatibility of illumination for the existing wall signs with the new signs, and
® Whether the illuminated banding on the new monument sign is appropriate
The DRB recommendation will be forwarded to staff for a decision on the Sign Program Amendment.
