3. RESOLUTION APPROVING EXCLUSIVE RIGHT TO NEGOTIATE AGREEMENT WITH CENTURY
THEATRES FOR THE DEVELOPMENT OF A CINEPLEX ON THE THIRD AND LOOTENS STREETS
PARKING STRUCTURE (RA) - File R-407
Senior Planner Katie Korzun reported Century Theatre was the Agency's
selected developer for the Cineplex on the Third and Lootens Streets
parking structure, explaining the term of the Exclusive Right to Negotiate
is one year, and at the end of that time the Agency would have a
Disposition and Development Agreement (DDA) prepared. She noted the
Exclusive Right to Negotiate also specifies what sort of project would be
addressed in the DDA, which is an eight to twelve screen theater, with
replacement of the existing 194 parking spaces, plus additional units of
100 or more. Ms. Korzun stated staff hoped to actually take less time and
have a DDA before that, if at all possible.
Member Heller noted the Exclusive Right to Negotiate would take us until

1999, and asked when it was estimated the project would be completed after
that? Ms. Korzun stated it would probably take another year after that,
noting it would depend upon the Environmental Review and Design Review
process, pointing out the Agency had asked staff to do an extended design
outreach. She explained that could move along very quickly, particularly
if staff receives a good quality design, and then it would be just a matter
of constructing the building, which she felt would likely be a minimum of
one year. Therefore, Ms. Korzun estimated the project would be completed
in the year 2000.
Member Phillips moved and Member Miller seconded, to adopt the Resolution
approving the Exclusive Right to Negotiate with Century Theatres.
RESOLUTION NO. 98-30 - RESOLUTION APPROVING AN EXCLUSIVE RIGHT TO
NEGOTIATE AGREEMENT WITH CENTURY THEATRES FOR THE
