PUBLIC HEARING
2. 1735 Lincoln Ave (Colonial Motel) - Request for Environmental and Design Review Permit
and Use Permit to allow remodel of an existing (motel) unit, main floor level addition of
394.5 sq. ft., and upper story addition of 755 sq. ft. for a caretaker's unit; APN: 011-064-06;
High Density Residential (HR1) District; Stephen Pasquan, et al, Owner; Michael Pasquan,
applicant; Case Number(s): ED13-018, UP13-010. Project Planner: Sarjit Dhaliwal
Viktoriya Wise moved and Charlie Pick seconded to approve project as presented with the additional
condition of approval of re-stripping the parking lot. The vote is as follows:

preparation of an Environmental Impact Report (EIR) for a new, 4-story, mixed-use,
apartment building, proposing 41 upper-story rental units and 2,095 square feet of
ground-floor commercial space and 49 garage parking spaces; APNs: 011-256-12, -14,-15
& -32; Second/Third Mixed Use West (2/3 MUW) & Cross Street Mixed Use (CSMU); Tom
Monahan and Jonathan Parker of Monahan Parker and Harold Parker Properties LP,
owners; Rick Strauss of FME Architecture + Design, applicant; Case Numbers: ED12 -060;
UP12-029; LLA12-003; IS12-001; V13-005. Project Planner: Steve Stafford
Planning Commissioners provided comments on the Notice of Preparation for the Draft EIR. No action
taken at this time.
4. 999 3rd Street (Former PG&E San Rafael Manufactured Gas Plant Site) - Requests for a
Use Permit and an Environmental and Design Review Permit to allow excavation and off-
haul of approximately 35,000 cubic yards of "lampblack" contaminated soil and backfill of
approximately 42,000 cubic yards of ?clean' imported soil, compact ed to the existing
finished grade and finished with an asphalt ?cap'. The three existing buildings on the site
are proposed to remain. Redevelopment of the site is not proposed at this time by the
project; APN: 011-265-01; Second/Third Street Mixed Use East (2/3 MUE) District Zone;

Case Numbers: UP13-001; ED13-002. Project Planner: Steve Stafford
