2. RESOLUTION APPROVING EXPENDITURE OF $20,000 FROM THE CANAL HOUSING
IMPROVEMENT PROGRAM TO ASSIST BRIDGE IN THE PURCHASE OF 55 FAIRFAX STREET
(RA) — FILE — R-438 x R-173
Stephanie Lovette, Senior Development Specialist, stated this was the acquisition of 55 Fairfax Street
by BRIDGE Housing and she was requesting $20,000 to be paid towards the deposit. She noted it was
a wonderful unit, in good condition, and would be the second purchase by BRIDGE. They are in the
process of conducting inspections; therefore, the total cost of the rehabilitation is not yet known.
Member Heller expressed pleasure that another property was found and hopefully another would be
underway this year.
Member Miller stated he had occasion to visit in # 65, which allowed him the opportunity to view #55,
and reported it was an excellent property in a great location. From the outside, he noted, it appeared to
be in good shape, with not a lot of renovation needed, and complimented staff on finding it.
Member Miller moved and Member Heller seconded, to adopt the Resolution.

RESOLUTION NO. 2001-3 — RESOLUTION AUTHORIZING THE EXPENDITURE OF $20,000 FROM
CANAL AREA HOUSING IMPROVEMENT PROGRAM TO ASSIST IN
THE PURCHASE AND REHABILITATION OF 55 FAIRFAX STREET

3. RESOLUTION APPROVING EXECUTION OF A $120,000 GRANT AGREEMENT WITH CANAL
COMMUNITY ALLIANCE FOR THE PURCHASE OF 165 NOVATO STREET (RA) —

Stephanie Lovette, Senior Development Specialist stated that the City's agreement with BRIDGE
Housing is to look for apartment buildings over 10 units and reported that the Canal Community Alliance
(CCA) was finding some buildings under 10 units. CCA is acquiring another condominium consisting of
four units, making them a property holder in the Canal of 8 units; these four units will be Section 8 units.
Ms. Lovette stated that Tom Wilson was present this evening to answer questions. The grant is
$120,000 from the Redevelopment Agency to the Canal Community Alliance to assist with the
purchase. The other grantor is the Marin Community Foundation.
Member Heller stated this was excellent and inquired of Mr. Wilson if all the funding was in place. Mr.
Wilson stated that the conventional mortgage had been approved and the Marin Community Foundation
had made a verbal commitment and were definitely interested. She inquired if Mr. Wilson managed the
units himself. Responding, Mr. Wilson stated that, as there were 15 fourplexes, there is an association
which hires a management company; the management fee is part of the expenses.
Ms. Lovette stated that the Agency would not fund this until closing, so if for some reason Marin
Community Foundation is unable to complete the financing, the Agency's money is not at risk. Member
Heller said she had noted this from the staff report.
Member Phillips moved and Member Miller seconded, to adopt the Resolution.
