SUBJECT: INTERVIEWS OF APPLICANTS TO FILL VACANCY ON THE CITY COUNCIL AND
APPOINTMENT OF NEW COUNCILMEMBER (CM)
SUMMARY/BACKGROUND: At the December 3. 2012 regular Council Meeting. the City Council called
for applications to fill a vacant Council seat. created by the election of Councilmember Marc Levine to the
State Assembly. Applications received by the deadline of December 1ih at 5 p.m .. were verified with the
County Registrar of Voters to ensure the applicants were registered voters in San Rafael.
ACTION: The following applicants are hereby presented to the City Council for consideration at the
Council's January 3.2013 Special Meeting starting at 6:00 p.m.:

At the conclusion of the presentations, the Mayor and each City Councilmember will be asked to state the
names of his/her top two (2) applicants, without ranking them, which will create a list of "finalists".
Finalists will be asked additional questions by Council.
From these finalists, the Council will then provide a ranking of their top three choices, with the following
point system: 3 points for the top choice, 2 pOints for the second choice and 1 point for the third choice.
The selection will be made by motion, not as a direct result of pOints.
After the Council votes to make the appointment the City Clerk will then swear in the new Councilperson
into office, who will serve until December, 2013.

Why I want to be a City Councilmember:
I will do my utmost to represent the needs and interests of my neighbors and all San
Rafael residents. I am passionate about empowering our youth, so they have the tools to
become productive members of our San Rafael community. We also need to make
intelligent land use decisions, so that our city has a balanced approach to community and
business needs. The cultural diversity of San Rafael is a great asset, and we need to work
to improve the quality of life for residents.
Three Major Issues facing the City of San Rafael:
We need to provide our young people with a solid meaningful education, and the steps
to fulfill their potential. It is a good investment, and much cheaper than the expense of
dealing with gangs.
Zoning laws and land use restrictions should encourage community projects such as
Youth in Arts and ELM, as the entire community benefits.
Traffic flow is becoming a serious problem, and must be addressed. We need to work to
provide more alternative means of transportation to alleviate congestion. The bike paths
completed in recent years are a great example of what we can do to make the city
greener and more livable, and we need to do more on this issue.
My Vision for San Rafael:
Our City can be a vibrant, exciting place to live and work. The ferries and the many bike
paths already give residents transportation options, and the Smartrain \vill do even more
to provide alternative modes of transport. We must encourage pedestrian and bike travel,
especially in the downto\\TI area.
We need to provide apprenticeship programs, so our youth develop employable skills.
Our local economy can be even more diverse, and thereby create an environment in
which innovation is supported.

APPLICATION TO FILL THE VACANCY ON THE SAN RAFAEL CITY
COUNCIL
Dear Mayor and Councilmembers:
Thank you for this opportunity to apply for the vacancy on the city council, and to
explain my views on the issues facing our City in the next few years, and why I would be
a good fit for this seat.
To indicate my background, I am attaching what I call my Public Service Record, mainly
listing boards on which I've served (and chaired), and public access television series I've
produced and hosted. This year I joined the boards of Sustainable San Rafael, the
Federation of San Rafael Neighborhoods, the Marin Environmental Housing
Collaborative and Senior Access. I also serve on the San Rafael Community Coalition,
and the Green Committee of the San Rafael Chamber of Commerce, and was pleased to
have a part in producing the "Choosing the Future We Want" forum held on September
19 th .
I completed Dominican's Sustainable Practices Certificate course and the Planning
Academy last year, and earlier this year graduated (again) from the Environmental Forum
of Marin's class, was the team leader for a Resilient Neighborhoods Eco-team, and took
the Police Academy class. All of this work and regular attendance at City Council
meetings have kept me up to date with City issues.
WHY I WANT TO BE CONSIDERED FOR THE POSITION
I obviously enjoy public service, as shown by my service on numerous civic, political,
and publicly elected boards. \Vhile I served on the Council, I did so with passion and
rigor, and I would bring no less to the position now. I believe I am a team player who
will fit in with both the new and veteran council members, and will work hard to
represent the entire community. I have been gratified by the response I received from
across the political spectrum on my prior council service, and am confident I can
continue to add value.
THREE MAJOR ISSUES FACING SAN RAFAEL
I believe the three most important issues facing San Rafael are: 1) putting the city's
budget back on sound financial footing; 2) making our pension system and payments
sustainable; and 3) better addressing the growing homelessness problem, which keeps too
many people away from downtown, too many merchants struggling to survive, too many
areas at risk of wildfire from homeless encampments, and too many families reluctant to
use our parks because of the homeless people there.
Budget. The city can't continue the downward spiral of budget cuts each year
(approximately 1 0% of both budget and staff during my four years on the council) without
jeopardizing our public safety, property values, and quality of life. The downgrade this
month of our credit rating indicates we still have a problem, especially in the area of
penSIOns.
Some of my ideas to address the budget issues include:
a) more amenities downtown, such as a small music pavilion, and perhaps a downtown
hotel to attract out-of-town guests;
b) more special events, which bring more people to our downtown and to our
neighborhoods to shop and eat. I believe we can attract more visitors from our own
neighborhoods, as well as throughout Marin, the Bay Area, and beyond; and
c) more housing downtown, to provide needed infill housing, which in turn will
generate revenue to downtown merchants while helping with San Rafael's climate
change plan, with nearby bus and rail access, and housing mandates.
Pensions. San Rafael has been trying for several years to address the too-large and still-
growing unfunded liabilities in our employee pensions. I have been impressed and
pleased each time the city takes further steps, including lobbying for changes in state law
and to adopt the remaining elements of the governor's 12-point plan. I would make this a
priority if chosen to serve on the Council.
Homelessness. I am as sympathetic as anyone to the homeless who need and deserve our
help. Unfortunately, a growing segment of the homeless popUlation continues to cause
problems, and needs to be dealt with more firmly. We need to work with law
enforcement and those public and private agencies serving the homeless population to
solve these problems. My decades-long experience in this area, including as a member of
the county's Homeless Policy Steering Committee, attending all of the recent charettes,
and currently working on the Thursday Morning Group, will help me address this issue.
An example of a homeless plan that has seen success is Palo Alto's Downtown Streets
Team, which hires the current or recently homeless in brightly colored T-shirts to clean
the sidewalks while also educating them as to available services and places they can
safely go. This program could provide nominal compensation through partnership with
local businesses, law enforcement and non-profit support. Clearly, we need creative
thinking and coalition-building to find a solution to the homeless problem in San Rafael.

MY VISION FOR THE CITY OF SAN RAFAEL
Within five years, I would like San Rafael to have a balanced budget, with an annual
growing surplus. We need to find a new path toward sustainable pensions, and commit to
making annual payments toward the unfunded liability, so the threat of further general
fund cuts to pay for the increasing liability is reduced or eliminated. We also need to
restore some of the cuts we've had to make recently -and to restore the quality of life
which has consequently been lost as well.
We will have a path towards, and be well started on, a newly revitalized downtown and
more infill housing Families and the elderly will return in ever greater numbers
downtown, no longer fearful of the environment there, and the merchants will thrive and
contribute sales taxes in ever-increasing amounts back to the city. Wildfire danger will
be reduced, and families will return to our parks.
I also envision San Rafael becoming an eco-tourist destination, with people staying at
our new (green) downtown hotel, studying our model Climate Change Action Plan, how
we became California's first city accepted into the prestigious Beacon Awards program
for greenhouse gas reductions (an honor I accepted for the city several years ago at a
League of California Cities convention), and as the county seat for the precedent-setting
Marin Clean Energy program.
SUMMARY
From Terra Linda to Gerstle Park, from the West End to the Canal, and from the Civic
Center to Dominican, there is no city in Marin, the state, or the country with the diversity,
beauty, and character of our neighborhoods, and our distinctive history and landmarks.
Our city government has long had a reputation as being the best-run in Marin, if we're to
believe the annual Pacific Sun polls, and the lion's share of that credit goes to our
superlative staff. But, of course, some credit goes to the Council for setting the tone and
the policies, and our city polls reflected higher-than-ever satisfaction with the council I
was on two years ago.
I would be extremely pleased to rejoin the Council, and feel I can work with each of you
on a productive, prosperous future for our City, just as my prior term was very collegial
with very few split votes. I look forward to presenting to you on January 3rd , and thanks
again for your consideration of my application.

Why do you want to be considered for the position of City Council member?
• Land use policies are at the heart of many decisions that come before the City Council. As a San Rafael
Planning Commissioner for the past 7 years, I have become an expert in understanding the complexity of
implementing San Rafael's General Plan while balancing the desires of our neighborhoods, residents and
businesses. I would add this perspective to City Council discussions.
• As a Planning Commissioner, I am limited to examining projects through the General Plan "lens" and I would
embrace the challenge of expanding this view to bring in all factors (Le. social, economiC) when considering a
project in order to make the optimal decision for the City.
• I have committed a significant amount of time to the City of San Rafael through my civic involvement as well
as the greater community through Board-level participation in a variety of local organizations. As a City
Council member, I would enable even more people to be "heard" as I have built relationships with numerous,
diverse organizations and I would continue to reach out to my fellow residents. My actions over the past 15
years clearly indicate that I'm passionate, engaged and dedicated to San Rafael and its people.
What are the three major issues facing the City of San Rafael?
• Ensuring the long-term financial health of the City as that is the underpinning of all City programs as well as
its infrastructure. San Rafael needs to maintain strong revenues (e.g. local sales and business taxes) while
balancing costs.
• Continuing to address the three issues of sustain ability -economic, equity and environment -in context of
balancing the needs of the entire community: local businesses must thrive in order to have a healthy
community, all residents should have a voice in local issues and "green" practices need to be well integrated
into the General Plan.
• Developing implementable strategies that both reflect the understanding that the homeless community is a
diverse community and addresses the continuum of the precariously housed to the homeless. This
continuum has at one end, those individuals and families who are at risk of losing their homes and, at the
other end, individuals who are disruptive and intimidating to the community due to mental illness or addiction.

What is your vision for the City of San Rafael?
There is Vision with a capital "V" and vision with a small 'V'. The General Plan 2020 starts with a Vision of San
Rafael that was created with input from hundreds of residents. It describes a community that is diverse, balanced,
economically healthy, safe and has attractive places where we all gather. As a Council member, I would continue
to strive towards this Vision as it reflects the desires of our community. My vision (note the small "v") is for San
Rafael to become a more sustainable community as I mentioned in the previous question. As a community, we
are on the right track and are fortunate to have the knowledge and will of local residents to be a community role
model for other jurisdictions.

Why do you want to be considered for the position of city council member?
Simply put, to serve our community in yet another fashion. Over the last few years a
diverse variety of issues were available: the new baseball team faced litigation;
protecting our downtown thru addressing the singular issue of big box super
discount stores; and actively pursuing viable short-term solutions to what is called
the homeless problem. And so this opportunity to expand the parameter of service
beckons that urging as well as my ego.
There is also the distinct opportunity to tackle other issues in a milieu of individuals
for whom I have great respect and with whom I have good friendship. And I would
not want to give up that privilege next November.
But back to service: one would imagine that 30 years in nonprofit service would be a
boon. I hope the council takes me up on the offer to apply that experience.
What are the three major issues facing the city of San Rafael.
1) Pensions, and financial well-being of the city:
This is very complex issue involving very real lives. Remaining optimistic
that there are solutions is most important. We must provide a good flow of
resources in order to ensure a community that feels secure.
2) Homelessness and its primary solution-affordable housing:
Within the last few months several solutions were revealed which are
starting to work very effectively on this issue. The city does need to continue to
create affordable workforce housing. And again, financial resources wisely applied
will help immensely in this regard, as well as with the third major issue of ...
3) Keeping downtown vital:
A city, like any governmental land area, helps provide a sense of security and
belonging. With the recent advent of the Target funds, engendered by a
heartwarming cooperative effort, we have more than a strong opportunity to
facilitate unique ways to attract and retain business. We face a changing business
landscape, and it is imperative that the city continue to be out in front of those
changes.
What is your vision for the city of San Rafael?
Far less homeless out on the streets which would be clean and safe; storefronts
filled up; new businesses in central San Rafael; measures to enhance and protect the
viability of small businesses; a warm sense of community security; and a strong
awareness of a future 50 years hence.

WHY DO YOU WANT TO BE CONSIDERED FOR THE POSITION OF CITY COUNCILMEMBER?
I love San Rafael! Having grown up here, being a homeowner, and local leader, I want what is best for our
community of communities. I am honored to serve as an appointee to the City's Parks & Recreation
Commission, Vice Chair of the Albert Park Community Advisory Committee to oversee the inaugural
season of professional baseball (GO PACIFICS!!!), and the City's ADA Access Advisory Committee.
These positions have afforded me the opportunity to help make San Rafael an even more inclusive, safe,
and enjoyable city. In the spirit of nonpartisanship, achieving practical and sustainable solutions., I have
served Federal, State, and Local administrations of government. I served as a Federal Adjudications Officer
for the U.S. Department of Justice and the U.S. Department of Homeland Security where I decided
complex, highly sensitive, and classified cases. Through the California Department of Consumer Affairs,
as President of the State Board of Guide Dogs for the Blind. I currently oversee the regulation, policies,
licensing, and fundraising practices for the Guide Dog industry statewide. I possess acute listening skills
that respect what is being said. Coupled with an open-minded, non-ideological, pragmatic, fact-driven
approach that has earned me a sterling reputation as a fair administrator, adjudicator, mediator, and
consensus builder, bridging diverse opinions and issues. My experience and education in law, equity, and
social justice have prepared me well for San Rafael's City Council. Judicious by temperament and practice,
I will work with my fellow Councilmembers and the community in the most collegial manner to continue to
enhance this City, whose governance will enable every person to flourish and the environment to blossom.
WHAT ARE THE THREE MAJOR ISSUES FACING THE CITY OF SAN RAFAEL?
1. Financial Stabilif¥: Continuing pension reform, robust economic development, business retention, job
creation and an expanded retail climate.
2. SOCial Inyestment: Furthering effective programs for the varied street population that overcome actual
and perceived fear and violence thereby providing a welcoming atmosphere to our downtown for all
residents. merchants and visitors; uniting San Rafael'S diverse neighborhoods into a common relationship
with the City as a whole: strengthening the continued Council priority to integrate our diverse, multi-cultural
Canal neighborhood as an integral part of the City fabric.
3. EnVironmental Enbancement Following the lead of the City's Climate Change Action Plan address the
present and future effects of dimate change; improve the City's infrastructure; enable transportation
network; integrating multi-modal passage on our streets.

Why do you want to be considered for the position of City Council member?
I was raised to have a strong sense of service to my community. I firmly believe
that good government must involve public action and involvement. I have a passion
to make San Rafael the best place possible. I possess all the necessary skills to
represent the citizens of San Rafael in a positive way.
What are the three major issues facin~ the city of San Rafael?
1. Economic vitality
2. Transient population issues
3. City finances/pension issues
What is your vision for the City of San Rafael?
Thanks to the council and outstanding city staff, San Rafael is in very good
shape. I want to see the city maintain its position of leadership within the county. I
want it to remain a city with strong neighborhoods and commercial areas with
growing retail vitality.
There will no doubt be challenges in the future but there will also be
opportunities. Some of the areas I would like to see explored might be the
development of a working relationship with the school district to improve and
modernize the athletic fields at San Rafael High School and the Boro Community
Center. I would like to look at the possibility of encouraging housing on the
Northgate Mall site. I feel mixed-use, in-fill, is a good solution to meet our City's
expanding work-force housing needs.
We need to also consider improving our public safety facilities. Our business
community must be supported during the difficult economic times with greater
options with regard to zoning and licensing. Lastly, our neighborhoods are the
backbone of the city. We must continue to be receptive to their needs and concerns.

The City Council is strongest when the group is most diversified. I will bring an independent voice of a long-time resident who is passionate
about making San Rafael a better place to live and work. I am not a career political office holder but rather a truly concerned citizen who will
bring a balanced and honest approach to the problems that confront us. My decisions will be based on the question "What is best for the
people and community of San Rafael". Creative thinking will lead to responsible reforms. I would be proud to work with the current council
members to achieve our common goals
WHAT ARE THE THREE MAJOR ISSUES FACING THE CITY OF SAN RAFAEL?
· The health and prosperity of downtown San Rafael. I will focus on working with all downtown businesses and associations to identify and
develop every possible way to attract the community to return to the downtown.
· Fiscal Responsibility. The cost of San Rafael government is increasing. There is a legitimate need for balance between the needs of the
employees and protecting the taxpayers. Pensions and healthcare costs are in the forefront. The city council has made a good start on
changes but much is still left to do. Continuing unsustainable costs will hurt the community in every other area of public service.
· Transportation. We are in the middle of great change in the way the people get around. The Smart train is coming to San Rafael in 2015-
16. Parking and street movement will be an increasing challenge for the entire area. Creative thinking is needed for this to be a success.
WHAT IS YOUR VISION FOR THE CITY OF SAN RAFAEL 1
This is what I want to see as our city's future: Downtown San Rafael will become, once again, a popular meeting place for the community.
Businesses will flourish and the city revenue stream will grow. With that, the cost of "doing governmenf will become balanced and
sustainable. We will pay our bills without borrowing. Our city public works services will take care of daily problems that currently affect our
city. The potholes will disappear. The city will merge services, where possi~with the surrounding areas. Police and fire departments will
