HomeMy WebLinkAboutPW Master Services Agreement; Task Order No. 28.1 Albert Park ADA BathroomCity of San Rafael MASTER CONSULTANT SERVICES AGREEMENT DATED DECEMBER 12, 2019 WITH BKF ENGINEERS TASK ORDER NO. 28.1 (Amendment to Task Order No. 28) Surveying + Utilities Discipline Albert Park Field ADA Bathroom Project THIS AMENDMENT TO TASK ORDER No. 3 is entered into onl1,l�/y between the City of San Rafael, a municipal corporation ("City"), and BKF Engineers, ("Consultant"). RECITALS A. The City and Consultant have entered into a Master Consultant Services Agreement ("Agreement") dated December 12, 2019 under which Consultant has agreed to perform professional Surveying + Utilities services for the City. B. Pursuant to the Agreement, on January 14, 2021, the City and Consultant entered into "Task Order No. 28" under which Consultant agreed to perform Surveying + Utilities services in connection with City's Albert Park Field ADA Bathroom Project (the `'Project"), as specified in Exhibit A attached to and included in Task Order No. 28. C. City now requires geotechnical engineering services for the Project, and the Consultant is willing to provide such services. NOW, THEREFORE, City and Consultant agree to amend Task Order No. 28 as follows: AGREEMENT TO AMEND TASK ORDER NO. 28 1. Section I of Task Order No. 28, entitled "Scope of Services," is hereby amended to include the additional services set forth in Consultant's proposal dated January 28, 2021, attached to this Amendment to Task Order No. 28 as Exhibit A and incorporated herein by reference. 2. Section 2 of Task Order No. 28, entitled "Date of completion; Work hours estimate; Cost estimate and budget; Fee schedule" is hereby amended to include the additional services, work hours estimate, cost estimate and budget set forth in Consultant's proposal dated January 28, 2021, attached to this Amendment to Task Order No. 28 as Exhibit A. 3. Except as specifically amended herein, all of the other provisions, terms and obligations of Task Order No. 28 dated January 14, 2021 shall remain valid and shall be in full force. 4. Signatures. The parties have executed this Amendment to Task Order No. 28, as of the date first written above. Rev. This scope of services has been prepared based on review of a preliminary plan prepared by BKF Engineers (BKF), dated January 2021, and a project scope briefing by Becky Dower of BKF. A brief description of our understanding of the project and our proposed scope of services and estimated fee are presented below. Project Description: We understand it is proposed to remove existing fencing, netting, and support posts and install new protective netting. The netting will be supported on 40 -foot -tall poles. We anticipate that the poles will be supported on drilled piers, and that the piers will likely extend to depths of 15 to 20 feet depending on the subsurface soil conditions encountered. Forthe stretches where fencing was present, new 6 -foot -tall chain-link fence will be provided. Scope of Services: We propose to review selected published geologic data and our previous work in the vicinity of the proposed storm drain. Our engineer or geologist will conduct a surficial reconnaissance of the site and mark proposed exploration locations in white paint. Underground Service Alert (USA) will then be contacted so that their members can mark their facilities in the exploration areas. As required by Marin County Environmental Health Service, we will obtain a drilling permit for the borings. Once the boring locations have been cleared and permit issued, we will explore the subsurface conditions by drilling two borings to a depth of approximately 20 feet using an auger drill rig. Our engineer or geologist will log the borings and obtain bulk and relatively undisturbed samples for visual examination, classification, and laboratory testing. Selected samples representative of the materialtypes encountered will be laboratory tested to determine certain characteristics pertinentto our analysis. These may include moisture content, drydensity, shear strength, and classification (Atterberg Limits and percent of silt and clay). A brief description of soil and groundwater conditions observed during our study; 2. A discussion of seismic hazards that may affect the proposed alignment; 3. Seismic design criteria per guidelines in the 2019California Building Code; and 4. Specific conclusions and recommendations concerning: a. Primary geotechnical engineering concerns and mitigating measures, as applicable; Drilled pier design criteria and settlement behavior; and Supplemental geotechnical engineering services. We will consult with you and your design team during the course of our work to transmit preliminary design data as needed. Upon completion, we will present the results of our study in a written report including summaries of the field and laboratory work. After report submittal, we will provide consultation during design regardingthe recommendations presented in our report. In addition, we will reviewthe geotechnical aspects of the project foundation plans and provide comments, where necessary. This scope of services does not include construction observation and testing, nor does it include the determination or evaluation of the presence or absence of hazardous materials, toxic mold or the corrosion potential of the site soils/rock or providing provisions for controlling moisture vapor migration through slabs. Fee: RGH proposes to perform the geotechnical engineering services indicated above on a time and expense basis for the following estimated fees, which include the rental cost of exploration equipment. Vehicle mileage is charged at the current federal rate. The above rates do not apply to projects receiving public funds subject to California Prevailing Wage law. Hourly rates for those projects will be supplied separately. For court appearance, expert witness testimony, or deposition the charge is $275 per hour for the principal, associate, and project level professional and $175 per hour for all others, payable in advance. Four and eight hour minimums apply for court appearance. Time worked in excess of 8 hours per day and Saturday/night work will be charged at 1.5 times the hourly rate. Time worked in excess of 12 hours per day and Sundays/holidays will be charged at 2 times the hourly rate. Outside services including laboratory analysis, consultants, subcontractors, equipment not listed above, outside reproduction, aerial photographs, meals, lodging, shipping and special equipment or services not listed above are charged at cost plus 20 percent.
