David Starnes
WHEREAS, because of the many important contributions that David Starnes has made to the
City of San Rafael, California and for positively impacting the careers of so many
within the police department and throughout the city, he is deserving of being
honored and specially recognized; and
WHEREAS, for 32 years, David Starnes has dedicated himself to the highest standards of
professionalism and excellence as a member of the San Rafael Police Department,
and
WHEREAS, David Starnes' career with the San Rafael Police Department began in 1988 after
honorably serving 3 years in the United States Marine Corps. As a police officer,
David Starnes was assigned as a Field Training Officer, member of the Street
Crimes Unit, member of the SWAT Team, and to the Investigations Unit as a
Sexual Assault Detective. He was promoted to Corporal in 2001 and to the rank of
Sergeant in 2003. As a sergeant, he served in various positions including Patrol
Sergeant and Administrative Sergeant; and
WHEREAS, David Starnes was promoted to Lieutenant in 2006, serving as a Patrol Lieutenant
and Community Policing Unit Lieutenant. David Starnes was instrumental in
developing the police department's Crime Scene Investigations Team; and
WHEREAS, David Starnes was promoted to Captain in 2009, serving as the Operations Captain
and Support Services Captain; and
WHEREAS, David Starnes was promoted and served as Interim Police Chief from January 1,
2021 to March 15, 2021; and
WHEREAS, during David Starnes' law enforcement career, he earned numerous awards and
recognitions from his peers and the City of San Rafael community, including a Life
Saving Citation, Meritorious Conduct Citation, Unit Conduct Citation, and Letter
of Commendation; and
WHEREAS, on March 31, 2021 Interim Chief David Starnes will retire after 32 years of
honorable service to the City of San Rafael community and to the San Rafael Police
Department. He will be truly missed by all.
NOW THEREFORE BE IT RESOLVED, on behalf of the entire community of San Rafael, the City, and the
City Council, I, Kate Colin, do hereby warmly express our gratitude and appreciation to David Starnes for
his service to the community, and wish him and his family all the best.
