Present: Chair Samudzi Commissioner Davidson Commissioner Mercado Vice Chair Previtali Commissioner Saude Absent: Commissioner Lubamersky Also Present: Alicia Giudice, Planning Manager Michele Ginn, Permit Services Coordinator Barry Miller, Project Planner Paul Jensen, Community Development Director CALL TO ORDER Chair Samudzi called the meeting to order at 7:04 p.m. and invited Planning Manager Alicia Giudice to call the roll. All commissioners were present, except for Commissioner Lubamersky. APPROVAL OR REVISION OF ORDER OF AGENDA ITEMS None PUBLIC NOTIFICATION OF MEETING PROCEDURES Chair Samudzi invited Planning Manager Alicia Giudice who informed the community the meeting would be streamed live to YouTube and members of the public would provide public comment either on the telephone or through Zoom or YouTube live chat. She explained the process for community participation on the telephone, Zoom and YouTube. Chair Samudzi reviewed the procedures for the meeting. URGENT COMMUNICATION Correspondence in real-time through YouTube, Zoom or telephone • Name withheld, suggested that speakers could identify themselves first before speaking CONSENT CALENDAR Chair Samudzi invited public comment; however, there was none. Commissioner Saude moved and Commissioner Davidson seconded to approve the Consent Calendar. 1. Approval of the Planning Commission Meeting Minutes of February 23, 2021 Approved as submitted AYES: Commissioners: Davidson, Previtali, Saude & Chair Samudzi NOES: Commissioners: None ABSENT: Commissioners: Lubamersky ABSTAIN: Commissioners: Mercado Motion carried 4-0-1 PUBLIC HEARING 2. Draft Environmental Impact Report for General Plan 2040 and Downtown San Rafael Precise Plan The Planning Commission will conduct a public hearing on the Draft Environmental Impact Report (DEIR) for General Plan 2040 and the Downtown Precise Plan on March 9, 2021. The hearing is the final step in the public review period for the DEIR and provides an opportunity for public comment on the environmental review document. Case Nos.: GPA16-001 & P16-013 Project Planner: Barry Miller Barry Miller, Project Planner and Steve Noack and Torina Wilson, EIR Consultants from PlaceWorks presented the Staff Report. Staff responded to questions from the Commissioners. Chair Samudzi invited public comment. Speakers: Linzy Klumpp, San Rafael Heritage, Jeffrey Rhoads, San Rafael Heritage, Leslie Simons, San Rafael Heritage, Bill Carny, Sustainable San Rafael, Kate Powers, Brad Sears Commissioners provided comments. Staff responded to questions from the Commissioners. Commissioner Mercado moved and Commissioner Previtali seconded to accept the report.
