All members of the City Council were present. Mayor Kate provided opening remarks, which included the one-year anniversary of the California Shelter in Place Order, the City’s new Police Chief and a land acknowledgement. City Clerk Lindsay Lara informed the community that the meeting would be streamed live to 2 YouTube and members of the public would provide public comment either on the telephone or through Zoom or YouTube live chat. She explained the process for community participation on the telephone, Zoom and YouTube. OPEN SESSION 1. None. CLOSED SESSION 2. Closed Session: - None. He expressed his gratitude for the kind words and his time working for the City. City Manager Jim Schutz thanked Interim Chief David Starnes and introduced new Police Chief David Spiller. City Clerk Lindsay Lara administered the Oath of Office to Police Chief 4 David Spiller. He expressed his excitement to formally accept this role and undertake this leadership position. b. Presentation by Marin Municipal Water District on Drought and Water Conservation Monty Schmitt and Carrie Pollard, Marin Municipal Water District gave a presentation. Staff responded to questions from the Councilmembers. c. Informational Update by Caltrans on the 101 NB Central San Rafael Off-Ramp Bridge Replacement Project and Traffic Impacts to San Rafael Bill Guerin, Public Works Director introduced Wajahat Nyaz, Caltrans who gave a presentation.
