RECOMMENDATION:
Interview the following applicants and make an appointment to fill one three-year term to
the end of March 2024 as the San Rafael Representative on the Marin County
Commission on Aging.

BACKGROUND:
On March 9, 2021, the City Clerk’s office called for applications to fill one three-year term
as the San Rafael Representative on the Marin County Commission on Aging to the end
of April 2024, due to the expiration of term of Salamah Locks.
The Marin County Commission on Aging is an advisory body to the Marin County Board
of Supervisors. The Commission works closely with the County of Marin Aging and Adult
Services on behalf of Marin's older adults. Commissioners are appointed to three-year
terms by either the Board of Supervisors or the 11 incorporated cities in Marin County. In
addition, Marin County's Senior Assembly Member and Senior Senator, representatives
of the California Senior Legislature (CSL), also serve as ex-officio members for a four-
year term.

ANALYSIS:
The deadline for submitting applications was March 30, 2021 and was left open until filled
to receive additional applications. The City Clerk’s Office received four (4) applications.
Staff recommends the City Council interview the four (4) eligible applicants and make an
appointment to fill the one term.
FISCAL IMPACT: There is no fiscal impact associated with this item.
COMMUNITY OUTREACH:
The call for applications for the Marin County Commission on Aging was advertised
through mass email notification, Canal Alliance, the City website, Nextdoor and Facebook
social media platforms.
RECOMMENDED ACTION:
Interview the four applicants and make an appointment to fill one three-year term to the
end of April 2024 on the Marin County Commission on Aging.

As a member of the elks I have volunteered in many charity events with my lodge. (#3) These involved primarily donation events for
children around Christmas as well as food kitchen volunteering for the homeless.
- Environmental Cleanup - I take part in a yearly cleanup of beaches within San Francisco to ensure plastics are not present to harm
local wildlife
- Charity Races - yearly we enjoy taking part in the ride for diabetes to ensure those with chronic conditions can afford care.
Unfortunately many of these activities are cancelled this year but I look forward to reopening to help again.

no previous longterm care or Medicare experience. New DOR was also completely
trained in all ONR paperwork and systems.
Therapy Program Manager, Kentfield Rehab and Nursing Center. 11/98 through
12/99. Responsibilities included staffing, supervising and day-to-day operations of
active rehab program within the 97 bed Skilled Nursing Facility. Initiated new
systems and transitioned staff to Medicare PPS program. Assisted nursing with
implementation of PPS. Prepared Rehab Department for State Survey. Also served
as clinician in Speech/Language Pathology.
Speech-Language Pathologist, per diem position, Vencor Corporation. 7/98 to
11/98.
Rehabilitation Services Manager and Director of Speech-Language Pathology,
Hillhaven Corporation (name later changed to Vencor Corporation) for the Mill
Valley and San Rafael skilled nursing facilities, 2/95 to 7/98. Responsible for all
areas of management of the rehabilitation programs including hiring and supervising
staff in the departments of Physical Therapy, Occupational Therapy and Speech-
Language Pathology and serving on the management team assisting in directing the
activities of the buildings. The two facilities include 172 beds with 21 Me dicare
certified beds.

Provided supervision, management and staffing for the Speech Pathology
component of the Department of Rehabilitation Therapies throughout hospital.
Services were provided in the acute hospital, stroke and brain injury rehabilitation
programs, skilled nursing facility and in the out-patient clinic. Coordinated and
supervised San Diego State University graduate students’ practicum (adjunct faculty
position).
Speech Pathologist, Mercy Hospital and Medical Center, San Diego, CA., 10/81-9/86:
Provided diagnostic and therapeutic intervention at a major trauma center for adult,
adolescent and pediatric in-patients, out-patients and home health patients with
speech-language and swallowing impairments. Served on multi-disciplinary panels
at hospital sponsored conferences on the elderly and patients with head trauma.
Speech Pathologist, Drake Memorial Hospital, Cincinnati, Ohio, 4/80-6/81: Position
as Clinical Fellow, later staff therapist. Provided comprehensive clinical services for
hospital in-patients and outpatients in chronic care and rehabilitation facility.
Speech Pathology Clinical Fellow, University of Cincinnati Medical Center,
Department of Maxillofacial Surgery, Division of Audiology and Speech Pathology,
12/79-4/80: Provided patient services in Speech Pathology to adults and children in
the acute, university hospital and out-patient clinic. Services included language
delay, traumatic brain injury and language stimulation for chronically ill infants.

“A Comparison of the performance of learning disabled children and normally
achieving children using the Token Test for Children,” presented to the Ohio Speech
and Hearing Association convention, 1981.
