4. RESOLUTION AMENDING THE AGREEMENT WITH WATRY DESIGN GROUP FOR A PHASE II
ENVIRONMENTAL SITE ASSESSMENT FOR THE THIRD AND C STREET PARKING STRUCTURE
IN THE AMOUNT OF $94,916.00 (PW) — FILE R-430 x (SRCC) 12-14
David Schonbrunn, President, TRANSDEF (Transportation Solutions Defense and Education Fund),
stated that downtown San Rafael is presently at a crossroads. He noted the City Council's excellent
work in bringing the downtown back to life and indicated he would present an option, probably not yet
considered by the Council, in terms of whether to continue down the road of smart growth. He stated
the advantages would be more housing and more economic vitality, all in an environmentally
appropriate location.
He stated the question was how to allow San Rafael to grow while remaining responsive to concerns
about traffic, and he believed the answer to be transit. Mr. Schonbrunn explained this was the reason
he spoke at the Marin CMA (Congestion Management Agency) concerning the possibility of having a
transit measure on this Fall's ballot; however, it did not happen. This, he stated, would have provided
support for both existing and future development downtown. He added that a good transit system and
shortage of parking allows dense development, noting San Francisco is the model for the latter, while
work is being done with MUNI to make the former a reliable convenient system.
Mr. Schonbrunn stated that the survey of shuttles addressed the conflict between building a parking
structure and having an internal transit system; however, for the same cost, he suggested quite a
number of years of a shuttle system could be funded. He stated this would potentially afford the ability
of transitioning to a more transit oriented and less auto dominated downtown, thereby allowing a lot
more activity to occur in a way which does not create traffic, air pollution, etc.
Referring to a recent newspaper article, Mr. Schonbrunn stated that the Berkeley City Council had given
its employees free passes for AC Transit. He believed a program along these lines, with the City, the
Business Improvement District and the Chamber of Commerce encouraging employers to give
employees a so-called "parking cash out," to be a means of reducing parking demand and the cost of
structures. At the same time, it would move people into transit, which he believed to be a long-term
goal that would be of benefit to the City, the County and the region.
Member Heller confirmed there was no written material from Mr. Schonbrunn.
Member Miller moved and Member Heller seconded, to adopt the Resolution.

6. Parade of Lights: - File R-181 x R-140 #8
Economic Development Director Nancy Mackle issued a reminder that the Parade of Lights Celebration
takes place on Friday, November 29, 2002. Assembling at the San Rafael City Plaza at 5:00 p.m., the
parade commences at 5:30 p.m., with the tree lighting at 6:00 p.m. at the Plaza.
There being no further business, the San Rafael Redevelopment Agency meeting was adjourned at 8:10 PM.
