Arbor Park Public Art Installation City Council Meeting August 16, 2021 Slide 3 Pilot Public Arts Program •Advisory Group formed –4 Community & Arts Representatives –1 Planning Commission Member and 1 Design Review Board Member –1 representative with expertise in diversity, equity and inclusion –1 Park and Recreation Commissioner •Creates an alternate review process for public art –Advisory Committee’s role is to provide feedback and forum for public input –Approval required by the City Council\ •Pilot Program will run through the end of 2021 Arbor Park Public Art Installation City Council Meeting August 16, 2021 Slide 4 Community Outreach •The City created a webpage to update the community on all new public art projects. Updates are posted regularly, and residents can sign-up to be notified when updated are available. (https://www.cityofsanrafael.org/art-and-public-expression/) Arbor Park Public Art Installation City Council Meeting August 16, 2021 Slide 5 •The City has communicated with the Terra Linda Homeowners Association on a regular basis. •The City’s website, Nextdoor, twitter, Instagram, and signs were posted in and around Arbor Park. •The City held six (6) public meetings regarding the project: •February 16, 2021 –Informational report to the City Council •February 25, 2021 –Information report to the Park and Recreation Commission •May 25, 2021 –Information report to the Pilot Art Advisory Group •June 21, 2021 –Project update to the City Council •July 20, 2021 –Initial artwork presentation to the Pilot Art Advisory Group •August 10, 2021 –Community Art Meeting Arbor Park Public Art Installation City Council Meeting August 16, 2021 Slide 6 San Rafael Social Justice Community Art Group Presented by: Damien Oyobio Arbor Park Public Art Installation City Council Meeting August 16, 2021 Slide 7 San Rafael Social Justice Community Art Group Background •Summer 2020 chalk mural placed at Las Gallinas and Manuel T. Freitas Parkway •Fall 2020 the San Rafael Social Justice Community Art Group formed consisting of: •5 Terra Linda residents •3 Members of Youth in Arts •3 Marin residents with ties to San Rafael •1 Cultural Arts Commissioner •Facilitated by San Rafael #8cantwait member Lorenzo Jones Arbor Park Public Art Installation City Council Meeting August 16, 2021 Slide 8 Project Goals •Create an art installation that celebrates equity, diversity and inclusion. •Provide healing, hope, and unity to the community through art. •Ensure the process of creating the art itself is an education and awareness building experience for the community. •The group has met to collaborate on a regular, frequent basis for over a year. Arbor Park Public Art Installation City Council Meeting August 16, 2021 Slide 9 Call for Artists •Call for Artists issued on January 15, 2021. •Solicited proposals for all types of art. •Orin Carpenter, a local artist and teacher was selected to be the lead artist. Arbor Park Public Art Installation City Council Meeting August 16, 2021 Slide 10 Project Funding •$10,000 from the County of Marin, Cycle 2 of the Community Services Program. •$10,000 from the City of San Rafael in acknowledgement of the assistance provided by the Group in their collaboration with City staff on the City’s public art pilot program. •$1,125 fundraised through private donations. Arbor Park Public Art Installation City Council Meeting August 16, 2021 Slide 11 Youth in Arts Presented by: Kristen Jacobson Arbor Park Public Art Installation City Council Meeting August 16, 2021 Slide 12 Youth in Arts •Served over 1 million students in the Bay Area since 1970. •Youth in Arts is an anchor agency in San Rafael’s Downtown Cultural District, established via a program of the California Arts Council in 2017. •We believe in INCLUSION, that differences are beautiful, and that students of all abilities and backgrounds deserve an education in the arts. •We believe in CELEBRATING young people as artists, knowing one impact of the arts is bringing joy to human lives. •We believe in EMPOWERING youth to share their stories and express their beliefs freely and effectively through music, dance, visual arts, theater and new media. •We believe in ARTISTS of all ages, endorsing a mentorship approach to arts education that connects students with professional working artists, skilled in their art forms and effective in their teaching. Arbor Park Public Art Installation City Council Meeting August 16, 2021 Slide 13 YIA: “C Street: Untitled” •Youth in Arts opened applications for youth artist to participate in the program. •10 youth artist were selected and paid a stipend for their work. •The youth were mentored by YIA and Orin and Owen.
