Third Street Project
Staff is asking the City Council to:
1.Award the Construction Contract to the lowest responsive and responsible bidder:Ghilotti
Bros.Inc.
2.Approve and authorize an amendment to the professional services agreement with CSW to
perform construction support services.
3.Approve and authorize the execution of a reimbursement agreement with San Rafael
Sanitation District.
4.Approve and authorize the execution of a reimbursement agreement with Marin Municipal
Water District.

Third Street Project
1.Improve safety for all bicyclists and pedestrians
2.Repair pavement and drainage

5.Improve traffic flow for cars,transit,and
emergency service

Project Goals
Third Street Project
1.Provide bicycle and pedestrian access from Miracle mile to
Miramar:maximized public right of way to balance multiple needs
2.Complete a bicycle connection all the way to West End,even if
interim solution.
3.Maintain parking in residential zones:Revised initial Class 1 MUP
to Class IV bikeway +sidewalk to maintain parking.
4.Lindaro/Lootens Intersection:Exit Only versus closing (Part of
Third Street Safety Project)
5.Enhance accessibility and sidewalks:Raised intersections.

Construction Process
1.About 18 months of construction
2.General sequence of work
•Utilities –MMWD,sewer district
•Retaining wall and median shift
•PG&E relocation and undergrounding on Second St
•Sidewalk and curb ramps
•Traffic signals
•Paving and striping
•Street trees
3.Driveways will be closed for periods of up to 4 hours
Both the City and contractor will
outreach to residents and
businesses during construction
to provide advance notice of
construction activities.

1.Lane closures during off peak periods
•East bound (Second Street):9 am to 6 pm
•West bound :6 am to 3 pm
•Miramar Sewer work:full closure 7am to 6pm
2.Night work:8pm to 6am
•Utility work east of Lincoln
•Work requiring more than one lane closure
•Paving and striping
