Community Development Director Bob Brown introduced RBF consultants Laura Worthington-Forbes and
Gloria Root, and noted Council would be seeing a lot more of them in the next year and a half. Mayor
Boro congratulated and thanked them.
PUBLIC HEARING:
12. Public Hearing – CONSIDERATION OF ORDINANCE ADOPTING AN AMENDMENT TO THE
THIRD AMENDED AND RESTATED REDEVELOPMENT PLAN FOR THE CENTRAL SAN
RAFAEL REDEVELOPMENT PROJECT AREA PURSUANT TO HEALTH AND SAFETY
CODE SECTION 33333.6(e)(2)(C), AND AMENDING RELATED ORDINANCES IN
CONNECTION THEREWITH (RA) – FILE 140 x (SRRA) R-140 XIX

Economic Development Coordinator Stephanie Lovette explained this amended plan would
change the Agency’s effective date and time limit for indebtedness by one year. She indicated
that under the new plan, the effectiveness date would go from November 2012 to November
2013 and the time limit for indebtedness from 2022 to 2023.
Regarding the ERAF (Educational Revenue Augmentation Fund) monies, Councilmember
Heller inquired whether the entire sum was paid or whether it was pro-rated between the
schools, County, City, etc. Responding, Ms. Lovette stated it was pro-rated and indicated the
Agency did not get hit. All of the other taxing entities did; therefore, the City, schools, etc., got a
portion.
Mayor Boro inquired whether the intent was to afford the opportunity of spreading it out a little
further. Ms. Lovette stated the intent was that the Legislature allowed the Agency to add a
further year, and it was taken.
Councilmember Cohen inquired whether this was a one-time only. Ms. Lovette stated it was a
one-time and explained that when amendments to the Redevelopment law were made a couple
of years ago, the Legislature was very concerned that Redevelopment (Agencies) come to an
end; hence, there is an absolute ending date. She indicated this gift was given this year;
however, having discussed the issue with someone from the State Assembly Housing
Committee, he was unsure it would be provided again should there be another ERAF hit. Ms.
Lovette stated they believed it to be a one-timer.
Mayor Boro declared the public hearing opened and there being no comment from the
audience, closed the public hearing.
The title of the Ordinance was read:

Councilmember Cohen moved and Councilmember Phillips seconded, to dispense with the
Charter Ordinance
reading of the ordinance in its entirety and refer to it by title only, and pass
No. 1822
to print by the following vote, to wit:

13. City Manager Rod Gould reminded those who had not already done so, to vote tomorrow.

14. Downtown Cooking Event – File 140 x (SRRA) R-181 x (SRRA) R140#8 (Verbal)
Having attended the Downtown Cooking Event in San Rafael recently, Councilmember Heller
reported that it was an enjoyable evening, with good food, and it was quite well run. She noted
Councilmember Phillips was also in attendance. Councilmember Heller expressed the hope
that the organizers (BID and San Rafael Chamber of Commerce) came out even or perhaps,
made a small profit on the event.
Advertising at Movies – File 9-1 (Verbal)
Councilmember Miller reported that Sunday’s episode of “60 Minutes” featured a shot of Ray
Syufy (Century Theatres) in his office in San Rafael, looking over the Bay, indicating that he
agreed with host Andy Rooney on not permitting advertising in movie theatres.
There being no further business, the City Council meeting was adjourned at 8:26 p.m.
