HomeMy WebLinkAboutCD 2021 Affordable Housing NOFA Funding Recommendations PPT2021 Affordable Housing NOFA Funding Recommendation San Rafael City Council March 7, 2022 Background San Rafael City Council March 7, 2022 January 21, 2020: City Council Approval of Trust Fund Guidelines November 12, 2021: $2.5 million Notice of Funding Availability (NOFA) issued December 23, 2021: NOFA application period closed •Four (4) submissions totaling ~$4 million in requests City of San Rafael Affordable Housing Trust Fund San Rafael City Council March 7, 2022 Housing In-Lieu Fee Fund (#243) •Unencumbered balance: $3,588,147 Successor Agency Low/Moderate Fund (#295) •Balance: $861,169 2021 Affordable Housing NOFA –Considerations for Funding San Rafael City Council March 7, 2022 •Meets requirements provided in the Guidelines •Demonstrates site control or ability to achieve site control •Provides greatest return on City’s investment by maximizing number of affordable units created •Includes reasonable per unit City subsidy coupled with other funding sources •Contributes to meeting City’s goals for housing development and RHNA Other Local Funding San Rafael City Council March 7, 2022 Marin County Permanent Local Housing Allocation (PLHA) •Funds dispersed across the three (3) CDBG Planning Areas of San Rafael, Novato, and County Other, with the goal of funding a project in each area •PLHA funds are matched through the Marin County and City Affordable Housing Funds •Priorities include: Family Housing, Rental Housing, Homeowner Housing, Special Needs Housing, and Land trust in eastern Marin that provides home ownership opportunities, with specific inclusion for African Americans •Recommendations will be brought to the Council for consideration on March 21, 2022 2021 Affordable Housing NOFA –Responses Received San Rafael City Council March 7, 2022 1 The sponsor for the Belvedere St acquisition, Canal Alliance, is negotiating for site control and units for this project are not yet included in the total count.
