The City granted entitlements for several major housing projects in 2019, 2020, and early 2022:
•999 Third St (67 low-income units for older adults)
•703 Third St (138 apartment units)
•350 Merrydale Rd (45 townhome units)
•Northgate Walk (136 units)
•Los Gamos Dr (192 units)

•Junior/Accessory Dwelling Units.Adopted new ordinance that streamlines review process
•Fair Housing. Adopted temporary rent caps and initiated eviction protections for
vulnerable tenants as part of COVID-19 pandemic response
•Funding Sources. Released Notice of Funding Availability for the Affordable Housing Trust
Fund
•Preservation of Low-Income Rental Housing. Extended period of affordability for
affordable housing at 855 C St (Centertown)
•Extremely Low-Income Housing. Issued building permit for Homeward Bound’s
redevelopment of 190 Mill St, including emergency shelter and 32 supportive housing units

•Assisted Living. Initiated study of residential care and assisted living facilities
•Inclusionary Housing.
•Revised requirement for market-rate projects from 20% to 10% in an effort to
stimulate housing construction
•Partnered with County + other jurisdictions on study of affordable housing in-lieu fee
•In the downtown area, Downtown Precise Plan:
•Eliminated density maximums
•Streamlined review of residential development
•Reduced parking standards for new residential development
•Allowed height bonus for affordable housing
