Merrydale North Promenade, Presentation by Staff, alternatives attached 6:45 PM The Merrydale Promenade would connect bicyclists and pedestrians between Northgate to the west and Civic Center SMART station to the east. The consultant team developed three alternatives: no parking, some parking, and full parking. Staff will review the alternatives and allow for input. The alternatives will go to City Council on April 18, 2022 as an informational item. Recommended Action: Members to comment on alternatives. Concept Plan – Full Concept Plan – No Parking Concept Plan – North Concept Plan – Partial A Concept Plan – Partial B 7. Vision Zero Update, Presentation by Ad-hoc committee, draft resolution attached 7:25 PM Regionally, there is a push for stronger Vision Zero policy. There is interest from the Transportation Authority of Marin (TAM) and from the City to consider incorporating Vision Zero policy. The committee will review a DRAFT resolution and provide input. Adjournment 8:00 PM AGENDA City of San Rafael Bicycle and Pedestrian Advisory Committee (BPAC) Tuesday February 1, 2022 at 6:00 p.m. Virtual Meeting via Zoom Minutes Present: Chair Hagerty Member Bergman Member Mooney Member Powers Member Solomon Alternate Member Coyne Absent: Member Allison 1. Call to Order Chair Hagerty called the meeting to order at 6:01 pm. 2. Approval of meeting minutes Minutes for regular December 1, 2021 meeting approved. 3. Public Comments for Items not on Agenda Warren Wells commented about the fatal bike crash on Sir Francis Drake. Mentioned National Roadway Safety Strategy Craig Murray commented about Safe Routes to School and the need to complete the goat path on the south side of the Civic Center SMART station 4. Ad-hoc Committee Updates a. Member Mooney provided an update on the North-South Greenway projects. Vista Point: It looks like the GGB National Park is hoping to move forward with the Vista Point Trail in 2023. Corte Madera Creek Bridge: Progress continues on the Corte Madera Creek bridge. It's 5 months behind schedule due to unmapped utilities they discovered during construction, but it should open late spring/early summer. SMART: Both the lawsuit that SMART is facing and the City of Novato over the Costo project are still unresolved, so neither the McInnis to Smith Ranch Road nor the Rowland Blvd projects will continue until those are resolved. b. Vision Zero committee provided updates that there is movement nationally and regionally to encourage Vision Zero initiatives Chair Powers invited public comment. Speakers: Jean Severinghaus 5. North-South Greenway Puerto Suello Gap Closure Bill Gamlen, SMART and Ernest Klock, Zoon Engineering presented different alignments for the gap closure project from the MUP at N San Pedro to the Puerto Suello Path at the top of Lincoln Avenue. One would go down Merrydale and connect at N San Pedro and one would switch back down a SMART or Caltrans owned hill and connect at Pilgrim Way. Member Solomon wanted clarification on the scoring criteria. Member Hagerty wanted to know the time frame and when this would be brought back to the SMART board with the City recommendations. Chair Powers had concerns about the slopes and is not sure how the Pilgrim Way alignment ended up in the Bike and Pedestrian Master Plan. Member Mooney asked if stair would be included with the switch backs and said that user experience should be more than 35%. Alternate Member Coyne commented that an 8 foot path is too narrow and it should be a 12 foot path. Member Bergman wanted to know what the public process would be for this project. Chair Powers invited public comment. Speakers: Matt Hartzell, Jean Severinghaus, Warren Wells, Craig Murray, Patrick Siedler 6. Grant Updates Lauren provided an update to the group that the City is underway with a Canal Community Based Transportation Plan (CBTP) which will open up funding opportunities down the road. The City will apply for at least one ATP grant, the Canal Swing bridge. 7. Future Items Request for traffic calming policy, transit center update, and Mission to Second gap closure 8. RESOLUTION AUTHORIZING THE SUPPORT OF VISION ZERO WHEREAS, even a single traffic-related fatality or severe injury is considered to be one too many, and the elimination of all traffic-related injuries and fatalities is considered a top priority for the City, and WHEREAS, the Metropolitan Transportation Commission (MTC) has adopted the Regional Safety/Vision Zero Policy (Resolution No. 4400) expressing support for actions toward eliminating traffic fatalities and serious injuries in the Bay Area by 2030, and WHEREAS, the City of San Rafael’s adopted Bicycle and Pedestrian Master Plan identifies adoption of a Vision Zero Policy as an action item, and San Rafael 2040 General Plan Mobility Element Program M-6.2B expresses support for a Vision Zero approach, and WHEREAS, reducing vehicle speeds is an essential element in minimizing the severity of injuries to pedestrians, as reducing the speed of a vehicle from 40 mph to 20 mph reduces the fatality rate for pedestrians from 80% to 10%, and WHEREAS, the City of San Rafael has identified and prioritized pedestrian safety needs, secured funding, and implemented notable infrastructure projects, and WHEREAS, reducing traffic-related injuries and deaths requires a comprehensive approach, including engineering, enforcement, education, and addressing the need to provide emergency services, and WHEREAS, engagement from a broad range of community stakeholders is essential to achieving Vision Zero, and WHEREAS, equity considerations to traffic safety should be addressed by including representation from San Rafael’s economically and socially disadvantaged neighborhoods, and WHEREAS, time is of the essence, and adopting a Vision Zero approach would demonstrate a proactive commitment to preventing future traffic-related fatalities and injuries in San Rafael. NOW, THEREFORE, BE IT RESOLVED, that a Vision Zero approach is hereby the guiding principle for the City of San Rafael’s transportation planning, policies, infrastructure, and safety investments, with a goal of eliminating traffic-related fatalities and serious injuries by the year 2030, and BE IT FURTHER RESOLVED, that consideration of Vision Zero goals should be considered in the development and implementation of specific plans and other City plans, and BE IT FURTHER RESOLVED, that the City shall develop a Vision Zero Action Plan to establish a framework and priorities to achieve Vision Zero in San Rafael, and BE IT FURTHER RESOLVED, that the City shall convene a Working Group to address Vision Zero, considering solutions in the context of other City policies.
