THIS TASK ORDER is entered into on 2029 between the City of San
Rafael, a municipal corporation ("City"), and WRA, Inc., a corporation authorized to do business in
California, ("Consultant").
RECITALS
A. The City and Consultant have entered into a Master Consultant Services Agreement
("Agreement") dated January 30, 2020 under which Consultant has agreed to perform certain professional
consulting services for the City; and
B. Pursuant to the terms of the Agreement, the City wishes Consultant to perform certain
tasks as set forth in this Task Order, which constitute the Project;
NOW, THEREFORE, City and Consultant agree as follows:
AGREEMENT
1. Scope of services. Consultant shall provide any and all of the services set forth in Exhibit A of
this Task Order, dated March 7, 2022, as directed by the City.
Liz Allen shall be the Project Manager for Consultant for this Task Order. Additional professional
services may be performed by other Consultant staff with prior notice and approval by City.
a. City's duties. The City will:
(1) Determine the scope of services, as set forth in Exhibit A.
(2) Make available the project plans and specifications and other City data related to the
project, including full information as to the City's requirements.
(3) Designate Alysia Reyes as the person at the City responsible for monitoring performance
under this Task Order.
b.Consultant duties. The Consultant will:
(1) Provide and perform tasks identified in Exhibit A, Scope of Services.
(2) Provide miscellaneous consulting and other services related to the Project and not
stipulated elsewhere in this Task Order, when requested by the City in writing. A Task
Order Amendment is required if these additional services cannot be performed within the

Date of completion: Work hours estimate,• Cost estimate and budget, Fee schedule.
With regard to each project given to Consultant that is subject to this Task Order, the time of completion,
work hours estimate, cost estimate and budget and fee schedule are set forth in Exhibit A to this Task Order.
Authorization to proceed.
The City will give Consultant authorization to proceed with the work specified in this Task Order only after
Consultant submits updated insurance certificates and endorsements, in accordance with Section 10 of the
Agreement.
4. Master Agreement terms; Conflicts.
Except as expressly otherwise provided herein, all terms of the Agreement shall apply to Consultant in the
performance of work pursuant to this Task Order. If there is a conflict between this Task Order and the
Agreement, this Task Order shall control.
Amendment of Task Order; Conflicts.
Except as provided in Section I(b)(2) above, this Task Order may not be modified except by an Amended
Task Order executed and approved in the same manner as the Task Order.

PURPOSE
WRA, Inc. (WRA) is pleased to submit this proposal to the City of San Rafael (City) to lead the regulatory
permitting of the improvements proposed for Pickleweed Field (Project).
WRA understands the proposed Project would involve the conversion of an existing grass field into a turf
field. Due to the proximity of the proposed Project to San Francisco Bay, implementation of the Project
is expected to require authorization from the Bay Conservation and Development Commission (BCDC).
WORK PRODUCTS
• BCDC Permit Application
SCOPE OF WORK
Task 1: BCDC Permitting
Based on WRA's understanding of the proposed Project, we believe the Project may qualify under BCDC
Regionwide Permit 5 (repairs, reconstruction, replacement, removal and maintenance of multi -family
residential and non-residential structures and paved areas within the shoreline band). Alternatively, if
the existing field was previously permitted by BCDC, the Project may be able to pursue a BCDC permit
amendment. If BCDC deems the Project ineligible for a BCDC Regionwide Permit or permit amendment,
WRA will prepare a minor permit application instead. The budget proposed herein is applicable to any of
these potential permitting pathways.
WRA will determine which of these permitting pathways is best suited for the proposed Project and
prepare the appropriate application package. The application package will include figures noting the
location of sensitive biological resources within the Project Area (if any), the extent of BCDC's Bay and
Shoreline Band jurisdictions within the Project Area, and a supplemental information package addressing
BCDC requirements that are not addressed in the form fields. The supplemental information package
will include a description of the Project, a discussion of the amount of fill and other structures and

improvements the Project would place within BCDC's jurisdiction, and a demonstration that any fill placed
within BCDC jurisdiction is consistent with policies written in the Bay Plan, BCDC's primary guiding
regulatory document. WRA will act as the agent for the submittal and respond to any questions or
comments BCDC may have concerning the Project. Under this task, WRA will also follow-up with agency
staff to ensure timely review and approval of the application.
SCHEDULE
Work can begin upon execution of this Scope of Work.
STAFFING
Justin Semion will be the Principal in Charge of the Project. Geoff Reilly will be the Project Director. Liz
Allen will be the Project Manager. Other staff will be assigned to the Project as necessary.
ASSUMPTIONS
The following assumptions have been made in the preparation of this Scope of Work:
■ This scope of work does not include any visits to the Project site. WRA expects to be able to
conduct the work described herein without a site visit. If a site visit becomes necessary, WRA
will request additional budget to cover this effort.
• Payment of BCDC application fees is the responsibility of the client.
• The client can provide the Project design or property boundaries in digital format (such as
AutoCAD or GIS), properly referenced to a geographic coordinate system.
• Any previous environmental reports supplied to the client for the Project will be provided to WRA.
• Any previous correspondence between the client and government agencies that relate to
biological issues for the Project will be provided to WRA.
• The City will be able to provide WRA with a copy of any permits previously issued by BCDC that
the City has on file that pertain to the proposed Project.
• WRA cannot guarantee schedules or costs for actions taken by regulatory and other third -party
entities with authority to approve Project activities, as these actions are outside of WRA's control.
ESTIMATED COST
The estimated cost for the services described in this Scope of Work is provided below. This cost is based
on the assumptions above and normal working conditions. Costs may be reallocated between tasks, but
the total cost will not be exceeded without authorization.
