SPECIAL PRESENTATION:
9. PRESENTATION OF RESOLUTION OF APPRECIATION TO PATTI BRENNAN,
ADMINISTRATIVE ASSISTANT, SAN RAFAEL REDEVELOPMENT AGENCY, EMPLOYEE
OF THE QUARTER ENDING DECEMBER 2004 (RA) – FILE 102 x 140 x 7-4
For the benefit of the audience, Mayor Boro explained that each quarter the City employees
select an Employee of the Quarter and Patti Brennan, Administrative Assistant, Economic
Development/Redevelopment was the recipient for the quarter ending December, 2004. Noting
Patti was a real spark plug in that organization, he commented that should anyone need a
chocolate fix, Patti’s office was the place to go.
Indicating that Patti does a super job for Redevelopment and the entire City, Mayor Boro stated
the resolution spoke to the fact that she had worked with the City since 1998 and played a
critical role in providing irreplaceable administrative support for Economic Development and
Redevelopment and Affordable Housing. He quoted: “Patti is innovative, seeks challenges in
her work and will sweetly and diplomatically fight for what’s right until she wins”, meaning until
she breaks someone’s arm. “Patti is known in the Blue House as a human calculator as well as
a creator of ‘Patti Facts’ and she has intimate and sole knowledge of the heating system for the
Victorian buildings, wind velocity capacity for banners and the City’s accounts receivable.”
Mayor Boro agreed Patti is gracious, thoughtful and a downright really nice person, and on
behalf of the City Council, the community of San Rafael and her fellow employees, he offered
congratulations on her award.
Patti Brennan thanked Mayor Boro, Councilmembers and City Manager Rod Gould for the
lovely honor. She stated she was so lucky to work for the most amazing boss in the entire
universe, Nancy Mackle, with her compadres in the Blue House, Katie, Stephanie and Brian
and all staff members working for San Rafael for making her job so easy. However, Patti stated
that most of all she was the luckiest person in that she got to go home each day to her
wonderful husband, Tom and son Brian, and she thanked Brigitte Moran for being present.

COUNCIL CONSIDERATION:
NEW BUSINESS:
10. RECOMMENDATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROPOSALS FUNDING YEAR 2005-06 (RA) – FILE 147
Katie Korzun, Economic Development Coordinator, stated this was the sixth year of the City’s
cooperative agreement with the County, noting the County had been extraordinarily
cooperative. She indicated Roy Bateman, County of Marin, was present and could answer
questions.
Ms. Korzun explained that the City had $509,000 to allocate, with requests this year larger than
ever before. However, staff decided that with the City’s policies of the past six years to put
money into primarily City projects, the bulk of the funds this year would be allocated to
Pickleweed, taking it over the top. She noted this was the last allocation that could be made to
Pickleweed as it would be under construction in April. She indicated that $103,000 would be
allocated towards ADA compliance and the City would join cooperatively with the County in
funding several of the countywide programs, i.e., EAH Housing Advocacy, The Fair Housing
Program, MCIL Housing accessibility modification and the Rehab Loan Program, which would
make up the $509,000.
Ms. Korzun stated that the recommendation would go on to the County Board of Supervisors
who would make the final allocation.
Councilmember Heller stated she was aware these funds were under attack in Washington and
the City had gone on record as having written a letter to Senators Dianne Feinstein and Barbara
Boxer and Congresswoman Lynn Woolsey explaining these were very important funds to
communities and they desperately needed to be retained. She stated people needed to be
aware that funds such as these might not be available in the future.
Roy Bateman, Community Development Coordinator, County of Marin, thanked the City and
Redevelopment Agency for doing such a good job and expressed pleasure at being part of the
collaboration.
Echoing Councilmember Heller’s remarks, Councilmember Cohen suggested issuing a Press
Release highlighting the good work this money would do and pointing out that it actually
translates into projects in the community that make people’s lives better, whether for
Pickleweed or access issues, and is one more tool threatened to be taken away by decisions
made in Washington. He believed San Rafael residents deserved to know about the potential
impacts.
Mayor Boro confirmed Lydia Romero, Assistant to the City Manager would deal with this.
City Manager Rod Gould inquired whether Council would like staff to request the MCCMC
Legislative Committee to recommend that the full board take a policy position opposing the
President’s plan to eliminate CDBG as it is known, to which Council responded affirmatively.
Incorporating those ideas, Councilmember Cohen moved and Councilmember Phillips
seconded, to adopt the resolution.

Councilmember Phillips reported that he and City Manager Gould together with staff
members outlined some budgetary issues to the San Rafael Chamber of Commerce, which
were well received.
He also reported that Mr. Gould did an outstanding job of presenting the City’s concerns to
the Marin Independent Journal’s Editorial Board, seeking their understanding of the City’s
position, for which he expressed thanks.

Metropolitan Transportation Commission (MTC): - File 170

Noting the County was in receipt of monies from the MTC, Mayor Boro commented that he
was pleased Rocky Birdsey raised this issue at the Study Session this evening. He
indicated it was good for those members of the public in attendance to hear Marin was able
to receive this money because of being a self-help County.
Mayor Boro indicated that the Soroptimist Club had made Pickleweed the beneficiary of
their annual fundraising dinner to be held at the Mill Valley Community Center on Friday,
May 6, 2005, which he hoped all Councilmembers would be in a position to attend. He
reported that having taken some of their members on a tour they were very impressed with
the project.

Reporting that she was in attendance at the Marin Academy student (and adult) mini march
around the block on Friday, March 4, 2005, Councilmember Heller stated the subsequent
Question and Answer session with staff in the Council Chambers was an excellent
opportunity to begin to lay the ground work on how City money is spent, its needs, etc. She
noted the entire audience gasped at the prospect of any further reductions in library hours in
future budget cuts. She complimented staff on a fine job.

City Manager Rod Gould reported that Assistant City Manager Ken Nordhoff alerted him
today to the fact that based on Council’s decision to join 300 other cities in selling the
Vehicle License Fee loan owed by the State, the City would receive 92 cents on the dollar,
which was better than expected.
There being no further business, Mayor Boro adjourned the City Council meeting at 8:25 p.m. with a
moment of silence in memory of Chantry Bell, Associate Planner, who passed away on March 5, 2005.
